PROJECT BACKGROUND
The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers instruments including cooperative approaches under Article 6 which allows signatory countries (and private sector entities authorized by these countries) to engage in international carbon transactions.
The Carbon Pricing Unit (CPU) of GGGI is a global leader in Article 6 international carbon trading technical assistance, implementing multiple programs since 2019 related to preparing and supporting countries in trading, opening up international carbon markets. The resultant flow of transactions is envisaged to build a robust and reliable global price for carbon, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris.
The GGGI Carbon Pricing team is a global team with a vision to open up Article 6-aligned carbon markets, providing countries access to funding needed to implement their green growth paths and economic efficiencies that markets enable, helping in the efforts to meet the global climate goals. Our goal is to drive delivery of first to market transactions and to scale these by supporting our growing number of members and partner countries to access international Article 6-aligned carbon markets.
The Carbon Transaction Facility (CTF) was launched in October 2024 and is the main delivery vehicle for GGGI’s Article 6 support to its’ member and partner countries. It is a collection of single and multi-donor funds aimed at further developing and scaling up Article 6-based carbon markets. The CTF will not only support the readiness of countries to participate in Article 6 cooperative approaches through a learning by doing approach but also enable transactions of Article 6 compliant mitigation outcomes, also known as ITMOs. GGGI will act as fund manager for all trust funds within the CTF. CTF participants are sovereign parties looking to support potential seller countries in readiness. Several fund participants also seek to purchase ITMOs for meeting their own NDC or for higher ambition purposes such as national carbon neutrality targets. In addition to CTF activities, CPU offers expert support to the Green Growth Policy and Implementation (GGPI) division in their earmarked projects that promote Article 6-aligned carbon market participation.
OBJECTIVES OF THE ASSIGNMENT
GGGI is seeking an Article 6 Carbon Advisor to provide expert level support to GGGI’s Carbon Pricing current and developing projects across the Latin American and Caribbean (LAC) region. S/he will provide technical expertise to the project focals based in country, and to the LAC GGGI Country Program Leads for developing projects.
As the regional carbon advisor, the prime objective will be to support successful project delivery across all the LAC GGGI countries implementing carbon pricing projects. S/he will achieve this through regular guidance to the project focals in country, supporting them with technical expertise which may need to be in either written form or via discussion, including joining GGGI in discussions with governments when requested. Travel will be required to the project countries in order to support capacity building and knowledge sharing events and meetings. Further to the current projects, technical specialist support will be needed by the GGGI Country Program Leads to provide input to assessments and proposals being prepared for the Carbon Transaction Facility, also to assist in the identification of needs in countries and conducting capacity building and knowledge sharing for internal and external counterparts.
The Article 6 Carbon Advisor will be laser focused on providing technical support on carbon strictly adhering to the GGGI Carbon Governance Principle of Article 6 alignment. The ideal candidate will have a deep knowledge of processes and requirements under Article 6 of the Paris Agreement and have experience in design and management of project delivery, including use of adaptive project management approaches. This also includes the ability to structure capacity building content, that requires translating technical knowledge into practical terms for a wider audience.
Specifically, the types of activities that may be undertaken in any country under a GGGI Carbon Pricing project could include:
1) Article 6 Governance Support
- Awareness Raising: Targeted awareness-raising initiatives on Article 6, its benefits, and country participation requirements. Development and delivery of capacity-building programs tailored to diverse stakeholders, including GGGI country programs, covering both general concepts and technical aspects.
- National Strategy Development: Provision of technical guidance to project teams in designing Article 6 National Strategies, ensuring alignment with national climate goals, NDCs, and international best practices.
- Regulatory Framework Development: Supporting GGGI member countries’ governments in establishing robust Article 6 regulatory frameworks, including policy recommendations, legal guidelines, and institutional mechanisms for international carbon market participation.
- Decision-Support Tools & Operationalization: Development of practical tools—such as templates, checklists, and assessment frameworks—to facilitate national decision-making and operationalize Article 6 implementation.
- Knowledge Management & Dissemination: Develop high-quality reports, case studies, and knowledge products capturing lessons learned, best practices, and innovative approaches in Article 6 implementation across Latin America and the Caribbean. Share insights through workshops, conferences, and publications to enhance regional understanding and collaboration.
2) Mitigation Activity Preparation
- Project Identification & Screening: Scoping assessments to identify and evaluate potential mitigation activities. Developing and refining Mitigation Activity Idea Notes (MAINs) to prioritize promising projects.
- Mitigation Activity Design & Validation: Development of Mitigation Activity Design Documents (MADDs) through the support of specialist external consultants in the activity area, ensuring compliance with Article 6 requirements. Facilitating the validation process with host governments and accredited third-party auditors aligned with selected carbon standards.
- Stakeholder Consultations & Safeguards Compliance: Supporting stakeholder engagement processes, ensuring transparent consultation with local communities and adherence to environmental and social safeguards.
- Host Country Authorization: Guiding host country governments through the issuance of Authorization Letters for selected mitigation activities, ensuring regulatory alignment and project approval.
DELIVERABELS AND PAYMENT SCHEDULE
The Article 6 Carbon Advisor will provide technical expertise and guidance on multiple projects across the GGGI LAC Member and Partner countries. S/he will receive support and guidance from GGGI's Carbon Pricing Unit and GGGI's Latin America and the Caribbean Regional Office. The Article 6 Carbon Advisor will report to the Deputy Head of the Carbon Pricing Unit
S/he will be recognized as a focal point for regional technical expertise and support for GGGI carbon pricing activities and will provide technical/strategic advice internally impactful delivery of relevant projects and outputs.
The Article 6 Carbon Advisor will:
- Initially engage with the Carbon Pricing Unit to understand GGGI’s approach to their carbon activities globally and assimilate all materials and research to enable them to be an extension of the team in the LAC region
- Engage and build relationships with the project focals and the GGGI country teams involved in ongoing carbon related projects in the region, currently Paraguay, Dominican Republic and Colombia in order to understand the potential needs of each project, and opportunities for synergies and knowledge sharing across the projects
- Work closely with the Carbon Pricing Unit as the Program Managers/ CTF Readiness Manager for carbon activities to ensure timely and high-quality delivery of the project.
- Produce and/or provide input to reports and materials as requested and required by the ongoing project workplans and requested by the in country focals or Carbon Pricing Unit
- Support LAC GGGI Country Program leads to engage with their governments or other national stakeholders by providing Article 6 carbon technical expertise with the purpose of assessing needs and providing input to project design and proposal documentation
- On occasion, accompany GGGI staff to speak at (or support staff member to speak at) regional or global external events (held in the region) focused on carbon
- Maintain a strong working relationship with GGGI Carbon Pricing Unit and GGGI LAC Country Programs leads to ensure alignment with the organization’s approaches to technical aspects of Article 6 and Carbon Pricing and to ensure robust risk management of GGGI’s activities in carbon pricing
GGGI shall pay the Consultant on a monthly basis for the actual number of days worked in a calendar month according to the terms and conditions of the Contract and upon certification by GGGI that the services have been satisfactorily performed. The Consultant shall submit a monthly invoice to GGGI at the beginning of each month for the days worked in the previous month using the template provided. A timesheet shall accompany any invoice submitted for payment.
EXPERTISE REQUIRED
- Demonstratable expertise in understanding of Article 6 related carbon market trading rules, requirements for operational participation by host countries
- 8-15 years of experience in carbon markets with a Master's degree, or equivalent combination of relevant education and experience (must include experience outside of forestry related projects), project development, green investment, or other relevant fields.
- Experience in generating written materials, in English and Spanish, related to carbon markets
- Experience in delivering consultations, validation meetings, workshops, and capacity building events.
- Strategic thinker and solutions-oriented, with ability to multitask.
- Ability to review, synthesize information and produce high quality reports.
- Ability to establish priorities in a time-sensitive environment and meet deadlines with strong attention to detail.
- Excellent communication, presentation and writing skills.
- An excellent command of spoken and written English and Spanish.
