Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 
UN Women in Georgia supports state and non-state partners toward the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions, and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

UN Women Georgia has been implementing social mobilization (SM) methodology in its programming since 2010. For this purpose, UN Women Georgia adapted successful SM methodologies and best practices from Kyrgyzstan, also considering good practices of Social Mobilization in Kazakhstan and India. In the case of Georgia, the community mobilization focused “on mobilizing women to take part in social activism, in order to achieve economic empowerment” . Utilization of Social Mobilization methodology has immense potential to ensure that the most vulnerable women in the country have access to existing resources and/or have ability to create and engage in productive activities themselves, and thus, increasing well-being and quality of life on individual and community levels. Social Mobilization methodology is indispensable for increased economic opportunities for vulnerable and conflict-affected women or enhanced women’s political and social activism through the engagement and inclusion of vulnerable women in disadvantageous communities in targeted and tailored empowerment programs. Social Mobilization is a long-term strategy of grassroots engagement that usually takes several years; as a rule, Social Mobilization projects last for at least two years.

Since 2010, UN Women has partnered with several local civil society organizations and non-governmental organizations, both national and regional ones, that work on women’s economic empowerment, gender equality, human rights, and domestic and gender-based violence on grassroot level to use Social Mobilization methodology while implementing UN Women programming. However, recently, with the UN Women expanding its Social Mobilization approach to cover more grassroots communities, including conflict-affected women on the one hand, and using Social Mobilization to engage women in addressing political activism on the community levels on the other hand, the need to increase the pool of UN Women partner CSOs in Social Mobilization methodology became critical. Although these organizations work with vulnerable women, many of whom reside in the remote and deprived areas with limited opportunities for engagement in social, economic and political activities, they possess little, or no experience in the Social Mobilization methodology. This impedes the further expansion of the UN Women Social Mobilization programming to cover more communities and activate more vulnerable women to improve their economic benefits and quality of life in their communities for the overarching goal of achieving gender equality.

Hence, for the purpose of increasing the capacities of UN Women partner CSOs in Social Mobilization methodology, the UN Women intends to hire two National Consultants to respond to the following objectives:

  1. To update UN Women’s existing Social Mobilization methodology and guidelines using the most recent international experiences and best practices.
  2. To develop a 3-day (18-hour) comprehensive Social Mobilization training module in the Georgian language for UN Women partner CSOs with respective handouts, case studies, and presentations, including training assessment tools.
  3. To conduct a 3-day (18-hour) training based on the developed Social Mobilization training module based on the updated methodology and guidelines.

All activities have to be implemented under the direct supervision of the UN Women Georgia Country Office Women’s Economic Empowerment Project Analyst.

Description of Responsibilities/ Scope of Work

The National Consultants will work under the direct supervision of UN Women Country Office in Georgia. In more specific terms, the National Consultants will be responsible for the following tasks:

  • Conduct an inception meeting with representatives of the UN Women Georgia Country Office team to fine-tune the outline of Social Mobilization methodology training. 
  • Perform desk review of existing recent international developments of Social Mobilization methodology. 
  • Update Social Mobilization methodology and guidelines based on the desk review. 
  • Develop a Social Mobilization training module with respective handouts, case studies, and presentations, including training assessment tools. 
  • Conduct a 3-day (18-hour) training as per the updated methodology and guidelines in person and provide a training report with the major challenges, takeaways and lessons learned.

Deliverables
1.    A detailed work plan in Georgian language by 8 April 2025 (0.5 working days)
2.    An inception meeting with representatives of the UN Women Georgia Country Office to fine-tune the outline of Social Mobilization methodology training by 15 April 2025 (1,5 working days)
3.    Updated Social Mobilization methodology and guidelines documents, based on the desk review (the work has to be implemented in close coordination with UN Women) by 6 May 2025 (5 working days) 
4.    A Social Mobilization training module with respective handouts, case studies, and presentations, including training assessment tools (the work has to be implemented in close coordination with UN Women) by 16 May 2025 (4 working days) 
5.    A 3-day (18-hour) Social Mobilization training for UN Women partner CSOs, including a training report in English by 26 May, 2025 (4 working days).

Consultants’ Workplace and Official Travel
This is a home-based consultancy. 
As part of this assignment, there will be a at least 1 trip to one of the regions of Georgia.

Ethical Considerations

UNEG Ethical Guidance should be applied to the selection of methods for the evaluation and throughout the evaluation process. The consultant will sign the “Evaluation Consultants Agreement Form – UNEG Code of Conduct for Evaluation in the UN System” prior to the initiation of the evaluation process.

Required Qualifications:

Education and Certification:

•    University degree (at least Master’s or equivalent) in Gender Studies, Social Sciences, Political Studies, Public Policy, Social Policy or other related fields is required in combination with five (5) additional years of qualifying experience.
•    A first-level university degree in combination with seven (7) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
 

Experience:
•    At least five (five) years of experience in practical implementation of Social Mobilization methodology and working on grassroot level with rural women, in lieu of an advanced degree, or at least 7 (7) years of similar experience in case of a first-level university degree
•    At least 5 (five) years of experience in developing training materials and conducting trainings, in lieu of an advanced degree, or 7 (seven) years of similar experience in case of a first-level university degree
•    At least 5 (five) years of experience in gender equality, gender mainstreaming, gender analysis and/or women’s empowerment issues, in lieu of an advanced degree, or 7 (seven) years of similar experience in case of a first-level university degree
•    Excellent writing and reporting skills 
•    Excellent verbal communication and moderating/facilitation skills
•    Previous professional experience in conducting trainings, including Training of Trainers will be a strong asset

Languages:
•    Proficiency in English and Georgian.
