UN Women Europe and Central Regional Office cover 12 countries (Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Kosovo*, North Macedonia, Serbia, Republic of Moldova Tajikistan, Türkiye, and Ukraine). UN Women ECARO works on analysis, research, and knowledge management that provides the evidence base to UN Women country and regional office on gender equality and women's empowerment. Furthermore, UN Women Europe and Central Asia Regional Office (ECARO) develops and manages regional level programmes and provides policy and technical support to regional and country offices on ending violence against women (EVAW) and women’s economic empowerment (WEE)..
The EU-funded UNDP and UN Women regional -programme ‘EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans” aims at addressing women’s barriers to entrepreneurship and active safe participation in the green and digital economy and creating enabling environment for increased economic opportunities as well as to advocate and provide technical assistance for the introduction of specific gender-sensitive normative and regulatory frameworks and services of survivors of violence against women including technology-facilitated violence.
To this end, UN Women will undertake research to produce non-available comparable recommendations for improving the women’s entrepreneurship ecosystem in the IPA beneficiaries, mentor women entrepreneurs to accelerate their ' access to markets and finance, and build disadvantaged women’s digital skills. UN Women will also build the capacity of key stakeholders in the referral system, including government, policymakers, law enforcement officials, the judiciary, the health sector, and civil society organizations, to provide quality, coordinated offline and digital services for survivors of violence, including online and technology-facilitated violence is strengthened; while it will partner with women’s rights organizations, service provider, media and tech companies to develop regulatory frameworks, tools and initiatives to prevent and respond to violence against women.
UN Women is looking for a Programme Analyst to support the planning, implementing, and managing of the UN Women component of the regional programme “EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans.”
Reporting to the UN Women ECARO Deputy Regional Director, the Programme Analyst contributes to the effective management of the regional programme “EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans” by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of the UN Women component of the Programme by leading the implementation of programme activities, monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, the donor and civil society ensuring successful UN Women programme implementation.
- Contribute technically to the development of programmestrategies in the area of EVAW and WEE in relation to the Joint Programme
- Provide substantive inputs to the design and formulation of programme activities and initiatives;
- Identify areas for support and intervention related to the programme.
- Provide substantive technical support to the implementation and management of the UN Women component of the Joint Programme
- Provide technical inputs to the annual workplan and budget;
- Lead the implementation of programme activities;
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
- Train partners on Results Based Management and monitor implementation.
- Provide technical assistance and capacity development to programme partners
- Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
- Maintain relationships with regional partners to support implementation and expansion of the programme;
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
- Provide technical inputs to the monitoring and reporting of the programme
- Monitor progress of implementation of activities and finances using results based management tools;
- Draft reports on monitoring missions, programme results s, outputs and outcomes;
- Provide substantive inputs to the preparation of donor and UN Women reports.
- Provide substantive technical inputs to the management of people and finances of the programme
- Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
- Provide substantive inputs to financial reports;
- Supervise Programme Associates .
- Provide substantive inputs to building partnerships and resource mobilization strategies
- Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
- Participate in donor meetings and public information events, as delegated.
- Provide technical support to key stakeholders' coordination on EVAW and WEE to achieve coherence and alignment of UN Women programmes with other partners in the region
- Provide substantive technical support to the Regional Director and Deputy Regional Director on stakeholders’ coordination related activities by drafting background reports and briefs.
- Provide substantive inputs to advocacy, knowledge building and communication efforts
- Develop background documents, briefs and presentations related to the programme;
- Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
- Coordinate the development of knowledge management methodologies, and products on issues related to the programme

Education and certificationEducation and certification
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
Experience:
- At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in the EVAW and WEE is required
- Experience in implementing EC funded projects is required.
- Experience coordinating and liaising with government agencies and donors is required
- Experience leading and coaching staff in international settings is required is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Language Requirements:
- Fluency in English a is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
