1. Project Background
AIIB has several investment projects under preparation and implementation in its Members. The Bank is looking for an individual consultant to assist in the due diligence and supervision of environmental risks and management in accordance with the Environmental and Social Policy (ESP) including Environmental and Social Framework (ESF), Environmental Social Standards (ESSs) and Environmental Social Exclusion List (ESEL) of the Asian Infrastructure Investment Bank (AIIB).
2. Objectives of the Assignment
The purpose of this assignment is to assist in the E&S due diligence, review, and finalization of draft environmental instruments such as ESMPF, ESIAs, ESMPs, and/or any other related environmental safeguard instrument, and their on-the-ground supervision in line with the AIIB’s ESP, ESF, ESSs and or other applicable safeguard policies for projects where required, and advising on the principles of adopting nature-based solutions (NBS) in infrastructure projects, if feasible, according to AIIB’s business to support climate adaptation resilience and contribute to reversing the trends of nature and biodiversity loss.
3. Scope of Services
The consultant will (i) assist in preparation, supervision, and monitoring of compliance with AIIB’s ESP, ESF, and ESSs (ii) provide guidance to the borrower in preparing E&S documents (ESIA, ESMP, ESMF, etc.) in line with AIIB’s ESF and international best practices, (iii) review ES documents ensuring the quality and adequacy of E&S instruments/ documents prepared to ensure compliance with AIIB’s standards and sustainable practice principles, (iv) participate in the ongoing E&S due diligence and assessment of project activities and missions with regards to the potential environmental risks and impacts, (v) identify, evaluate, and assess potential environmental impacts, community and occupational health and safety issues that each project/sub-project and activity are likely to generate and advise on respective measures to prevent, reduce, mitigate and/or offset/compensate (for) them, and/ or the application of strategies to adopt NBS in infrastructure, (vi) provide guidance to the borrower on ES capacity building activities and provide, as needed, training and capacity building to the project staff and contractors on environmental management and best practices, (vii) assist the environmental specialist in collection of field data/information for preparation of monitoring reports, for example using remote sensing tools and geographic information systems (GIS), (viii) reviewing project documents (engineering designs, cost estimates, bidding documents, contracts, etc.) to verify the integration of E&S aspect; (ix) work closely with AIIB’s environmental specialists to ensure alignment of activities with project requirements and liaise with relevant stakeholders, including the borrower, contractors, and third-party consultants, to facilitate coordination as well as coordinating with/ contacting environmental protection agencies and other relevant stakeholders active in the environmental field relevant to the project and active in and around the areas of the proposed projects.

Including but not limited to: i. Review E&S instruments for projects/ sub-project activities. ii. Participate in VCs with other MDBs, client and the E&S and engineering consultants. iii. Establish regular communications with the client. iv. Evaluate ongoing stakeholder engagement and availability of relevant Project information. v. Provide ad hoc support and training, if and when required. vi. Conduct field visits and physical meetings. vii. Support E&S due diligence and baseline assessment. viii. Provide inputs to Aide Memoire's, and other technical/operational project documents. ix. Assist in building the capacity and providing technical assistance to the Project Management Units, other Government implementing agencies, and project beneficiaries in the field of Environmental Safeguards, inclusion of nature-based approaches, and enhancement of biodiversity co-benefits.

Qualification Requirement
The environmental consultant should possess the following qualification and experience: • Master’s degree in environmental science, environmental engineering, environmental management, or a related discipline. • A minimum of 10 years of demonstrated experience in preparing and implementing ESIAs and ESMPs, and other related environmental safeguard instruments for infrastructure projects. Experience in the environmental and social assessment and management with multilateral development banks (MDBs) is required. • Familiarity with relevant local environmental regulations, standards, and AIIB's environmental and social safeguards policies. • Experience in ES capacity building and stakeholder engagement. • Sound critical thinking and familiarity with business processes and international good practice in infrastructure investment operations. • A high level of personal integrity and a sense of accountability. • Willingness and ability to travel frequently and extensively. • Excellent written and verbal communication skills in English. • Knowledge of language(s) of a country in which AIIB invests would be an advantage, such as Spanish and Portuguese. • Strong interpersonal skills and demonstrated ability to manage and work in multi-disciplinary teams.
