This position will be based in Odesa, with frequent travel across nearby oblasts.

REPORTING LINES:

  • Position Reports directly to Field Coordinator, technically to Senior Primary Health Manager
  • Position supervises:Health Senior Officer, MHPSS Senior Officer, Pharmacist
  • Closely collaborations with:MHPSS Specialist, MHPSS Manager, Country Pharmacist and Health Coordinator

JOB SUMMARY:

The Health Manager will be responsible for ensuring the delivery of quality primary healthcare services, including outpatient care, MHPSS, SRH, IPC, and community health promotion through Mobile Medical Units, or other modality, in the Filed office. It involves developing and tracking project and procurement plans, ensuring adherence to Ministry of Health, WHO, and IRC guidelines, and overseeing medical supply chain management to ensure availability and minimize wastage. The position collaborates with local health partners to deliver quality programming and collects, analyzes, and reports program data and indicators to stakeholders and donors. Responsibilities include monitoring budgets, recruiting and building the capacity of health staff, and acting as the health focal point for coordination with the Department of Health, Health Cluster, community leaders, and stakeholders. The role also assesses local health needs to recommend interventions, contributes to project design and proposal development, and works closely with other IRC sectors to ensure integrated programming and protection mainstreaming.

Specifically, the Health Manager will be responsible for:

MAIN RESPONSABILITIES:

·To ensure quality primary healthcare services are delivered effectively and efficiently, including outpatient consultations through Mobile Medical Units, MHPSS, SRH, IPC and community health promotion.

·To develop, oversee, and track the execution of project work and procurement plans across all the health program activities in the designated geographical area of responsibility.

·In collaboration with Senior Primary Health Manager, to ensure adherence to Ministry of Health, WHO, and IRC guidelines in healthcare delivery,

·In collaboration with Country Pharmacist, to oversee medical supplies, including procurement, storage, distribution, and stock monitoring, ensuring availability and minimize wastage.

·In collaboration with Health Partner Support Officer, to ensure quality health programing is delivered by local Health partners.

·To collect, analyze, and report program data and indicators, ensuring timely submission of accurate reports to stakeholders and donors. Furthermore, to ensure timely achievement of targets.

·To monitor the project budgets, ensure expenditures align with plans, and prepare forecast and reports.

·To support recruitment, capacity building, management, and evaluation of field health staff, ensuring technical competence and professional development.

·In the geographical area of responsibility, to act as the primary health focal point in relations with Department of Health, Subnational Health Cluster, community leaders and other stakeholders, ensuring program alignment and coordination.

·As needed, to assess local health sector needs and recommend interventions to address gaps, particularly in primary health and MHPSS services.

·To actively contribute into health project design process, including developing proposals, work plans, and budgets, and ensure compliance with local context.

·On the field level, to closely work with other IRC sectors (PRoL, CP, WPE, ERD) to enhance integrated programing and protection mainstreaming.

·As a people manager, foster a supportive and goal-driven team environment, manage conflicts effectively, ensure adherence to organizational policies, prioritize company goals, and promote proactive collaboration across functions and teams.

REQUIERMENTS:

·An advanced university degree (Master's level or above), in medicine, nursing, public health with minimum of two years of experience in implementing and managing humanitarian health programs, preferably in complex humanitarian and/or emergency settings.

·Knowledge of and experience in health project cycle management.

·Experience in assessment, program design, evaluation and technical training and supervision.

·Solid understanding of protection principles, case management and client-centered care in humanitarian settings.

·Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources

·Excellent command of the use of Microsoft Office especially Outlook, Work, Excel and Power Point

·Good communication, teamwork skills and ability to work independently

·Bilingual in Ukrainian and Russian required, as well as intermediate verbal and writing skills in English.
