Mission and objectives

Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization.

IOM supports migrants across the world, developing effective responses to the shifting dynamics of migration and, as such, is a key source of advice on migration policy and practice. The organization works in emergency situations, developing the resilience of all people on the move, and particularly those in situations of vulnerability, as well as building capacity within governments to manage all forms and impacts of mobility.

The Organization is guided by the principles enshrined in the Charter of the United Nations, including upholding human rights for all. Respect for the rights, dignity and well-being of migrants remains paramount.

Context

IOM Türkiye is operating in a complex migration environment. The country is hosting over 4 million of migrants and refugees under various administrative status. IOM Türkiye supported developing migrant integration policy and is implementing capacity building programs aiming at social cohesion of migrants in the country and strengthening the capacity of authorities at central and local levels.

The incumbent will serve under direct supervision of Head of Legal Counsellor Office of the Presidency of Migration Management (PMM) and in coordination with Policy and Liaison Unit of International Organization for Migration (IOM) Türkiye.

Task description

Under the supervision of Head of Legal Counsellor Office of the Presidency of Migration Management (PMM) and in coordination with Policy and Liaison Unit of International Organization for Migration (IOM) Türkiye, the UN Volunteer will perform the following tasks in accordance with PMM and IOM policy and procedures, including but not limited to:

Needs Assessment and Feasibility Study:
• Conduct a comprehensive feasibility and needs assessment to evaluate the interoperability requirements between GöçNet and UYAP platforms.
• Identify technical, functional, and legal gaps for data integration and case management.

System Integration Design:
• Support development of a technical framework for integrating GöçNet with UYAP, ensuring secure and seamless data exchange.
• Propose scalable solutions for efficient integration and system interoperability based on assessment findings.

Technical Infrastructure Setup:
• Specify hardware and software requirements to support the integration process.
• Collaborate with procurement teams in preparations of technical specifications of necessary IT equipment.

Implementation of Integration Solutions:
• Support the deployment of technical solutions to enable GöçNet-UYAP integration, adhering to international standards for data sharing and cybersecurity.
• Conduct troubleshooting and testing to ensure proper system functionality.

Capacity Building and Training:
• Organize and deliver IT training sessions for PMM lawyers and other key users to familiarize them with the newly integrated system and tools.
• Provide guidance on best practices for system usage, security protocols, and maintenance.

Stakeholder Coordination:
• Collaborate with judicial, migration, and IT teams to ensure alignment of technical goals and policy compliance.
• Act as a liaison between PMM, judicial authorities, and vendors during the integration process.

Monitoring and Reporting:
• Monitor the progress of system integration and infrastructure implementation, ensuring adherence to project timelines.
• Prepare detailed technical reports and recommendations for improvements based on performance assessments.

Quality Assurance and Risk Mitigation:
• Ensure quality control measures are in place for data sharing and interoperability.
• Identify and address potential risks, including cybersecurity threats and system vulnerabilities.
• Any other task assigned by the project as per requirements.


The UN Volunteer is expected to provide following outputs:
• As an active IOM team member, efficient, timely, responsive, client-friendly and high-quality support rendered to IOM and its beneficiaries in the accomplishment of her/his functions, including:
o Feasibility & Needs Assessment Report – Identifying interoperability requirements, technical gaps, and recommendations.
o Integration Framework – A documented model for system architecture, data exchange, and security.
o Technical Specifications – Defined hardware/software requirements and procurement guidelines.
o Deployed Integration System – A functional, secure GöçNet-UYAP data exchange solution.
o Training & Capacity Building – Sessions and materials for PMM lawyers and key users.
o Stakeholder Coordination Reports – Updates on engagement with judicial, migration, and IT teams.
o Monitoring & Evaluation Reports – Progress tracking, performance assessment, and recommendations.
o Risk Mitigation & Quality Assurance – Measures to ensure security, data integrity, and troubleshooting.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed



Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
