Mission and objectives

Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization.

IOM supports migrants across the world, developing effective responses to the shifting dynamics of migration and, as such, is a key source of advice on migration policy and practice. The organization works in emergency situations, developing the resilience of all people on the move, and particularly those in situations of vulnerability, as well as building capacity within governments to manage all forms and impacts of mobility.

The Organization is guided by the principles enshrined in the Charter of the United Nations, including upholding human rights for all. Respect for the rights, dignity and well-being of migrants remains paramount.

Context

IOM Türkiye is operating in a complex migration environment. The country is hosting over 4 million of migrants and refugees under various administrative status. IOM Türkiye supported developing migrant integration policy and is implementing capacity building programs aiming at social cohesion of migrants in the country and strengthening the capacity of authorities at central and local levels.

The incumbent will serve under direct supervision of Head of Legal Counsellor Office of the Presidency of Migration Management (PMM) and in coordination with Policy and Liaison Unit of International Organization for Migration (IOM) Türkiye.

Task description

Under the supervision of Head of Legal Counsellor Office of the Presidency of Migration Management (PMM) and in coordination with Policy and Liaison Unit of International Organization for Migration (IOM) Türkiye, the UN Volunteer will perform the following tasks in accordance with PMM and IOM policy and procedures, including but not limited to:

• Assist in organizing project meetings, workshops, and events related to migration courts and capacity building.
• Prepare meeting agendas, take minutes, and track action points.
• Support the preparation and dissemination of project documents, including reports, presentations, and progress updates.
• Facilitate communication between IOM, PMM, and other stakeholders to ensure smooth project implementation.
• Help with the logistics for inter-agency collaboration meetings, ensuring all relevant parties are involved and informed.
• Assist in compiling and sharing project-related updates and progress with internal teams and external stakeholders.
• Maintain and organize project documentation, including legal drafts, technical frameworks, and capacity-building materials.
• Assist in the collection and consolidation of relevant data, reports, and materials to support the development of migration court procedures, laws, and frameworks.
• Assist in research related to the development of draft laws, procedures, and frameworks for migration courts.
• Support the preparation of documents related to the establishment of specialized migration courts, including reviewing drafts and ensuring compliance with international standards.
• Help organize consultations or expert panels for gathering feedback on legal and institutional frameworks.
• Assist in scheduling and coordinating training sessions, workshops, and capacity-building activities for PMM, MoJ, and other relevant institutions.
• Provide support for coordination efforts between PMM, MoJ, IOM, and other relevant agencies.
• Assist in collecting feedback and data for project evaluations and assessments.
• Help prepare documents and presentations for evaluation purposes, summarizing key findings and results.
• Perform other duties as may be assigned.


The UN Volunteer is expected to provide following outputs:
• As an active IOM team member, efficient, timely, responsive, client-friendly and high-quality support rendered to IOM and its beneficiaries in the accomplishment of her/his functions, including:
1. Feasibility & Needs Assessment Report – Identifying interoperability requirements, technical gaps, and recommendations.
2. Meeting & Event Docs – Agendas, minutes, and action points.
3. Progress Reports – Regular updates and project documents.
4. Stakeholder Communication – Timely communication between IOM, PMM, and partners.
5. Organized Documentation – Maintained records of legal drafts and materials.
6. Training Records – Organized sessions and progress reports.
7. Stakeholder Logs – Updated communication and relationship records.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed



Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
