The purpose of the Logistics Officer position is to support day to day implementation of the support functions responsibilities.
Key Tasks and Assignments:
Procurement:
- To manage all procurement activities in the office that includes all procurement requested at the area office including other field offices.
- Ensure procurements are completed in compliance with NRCs & Donor’s Policies and procedures and in line with the procurement plans.
- Assist other departmental colleagues in preparation of doing any procurement.
- Collect, check, and verify the vendor’s/lessor’s invoices and relevant necessary documents. Follow up of all the payment requests are submitted to finance on time and correctly. Make sure the payee receipts the correct amount and manage a proper payment tracker for future reference.
- Conduct local market assessments and prepare a list of the suppliers based on its basis;
- Support on the tender evaluation and ensure it is compliant with NRC and donor’s regulations.
- Ensure daily updates for the procurement tracking sheet.
Fleet/ Generator Management:
- Ensure proper implementation of the fleet management in accordance with fleet management policies and procedures of NRC.
- Ensure timely maintenance of NRC vehicles and rented vehicles.
- Maintain good records for NRC owned and rented vehicles such as driving and vehicles license, logbook, fuel consumption, insurance, etc.
- Prepare weekly fleet movement plan based on the requisition from the colleagues as well as provide ad-hoc and emergency support with fleet according to the Area Manager’s instructions.
- Conduct weekly and monthly meetings with the NRC owned and rented vehicles drivers.
- Report on a monthly basis the fleet/ generator usage and provide proposals for cost reduction when required.
- Oversee fleet and generator running costs such as fuel consumption, repair and maintenance. Suggest cost reduction based on the observations.
Warehouse Management:
- Ensure proper implementation of the warehouse management in accordance with warehouse management policies and procedures of NRC.
- Ensure proper documentation is kept in dealing with daily warehouse operations ie. GRNs, Stock Release Forms, Waybills and others.
- Coordinate goods reception and ensure timely dispatch of materials.
- Schedule and coordinate mid-year and end-year inventory.
- Prepare various warehouse-related Reports on a monthly basis e.g stock reports, expired/damaged/dead stock reports of project and CC wise, and provide suggestions when required.
- Visit warehouse daily to check all the materials and documents are well-maintained and guide Logistics Assistant according to Logistics Handbook.
Asset/Inventory Management
- Ensure that procedures outlined in the NRC Asset Management Manual are implemented in the Field Office.
- Ensure proper recording and updating of the asset/inventory registers and ensure the appropriate coding and asset/inventory tags are placed on each item.
- Schedule and conduct physical count of assets with guidance from the asset management focal point.
- Provide a timely update to the asset focal point regarding the status of the assets that belong to the Field Office. Advise colleagues on NRC assets and equipment usage in line with guidelines.
Field Office Support:
- Ensure proper support in different types of Field Office activities such as admin stock management, renovation, repairing, maintenance and others;
- Ensure proper support and assistance in the absence of Field Office Coordinator and act as a field office focal point in such cases.
- Maintain proper communication and coordination with line manager, teammates and field office staffs;
Key Education and Skills Requirements:
- Bachelor’s degree in business administration or equivalent. Any additional Degree/course in Supply Chain management is preferrable.
- Minimum of 2 years' experience of working as a Logistician in a humanitarian/recovery context.
- Previous experience from working in complex and volatile contexts;
- Documented results related to the position’s responsibilities;
- Fluency in Bangla and English languages
