The Liaison and Access Technical Officer supports the Access and Field Office Coordinator in maintaining and developing NRC's relations with authorities of the Government of Bangladesh at Local and National levels. He/she will support Area office on any kinds of BAI related access issues. The Liaison and Access Technical Officer will liaise with relevant officials to ensure timely and effective approval of NRC projects and other relevant works in the Area office.
Key Tasks and Assignments:
- Contribute to map and regularly update NRC’s stakeholder mapping, contact list, external communication Log, etc. tools.
- Support Access and Field office coordinator on any kinds of coordination with NRC’s country office Liaison/partnership focal specially on preparation, collection and submission of the relevant documents in relation with FDs to the RRRC office, DC office, LEA, UNO office as well as CIC office.
- Participate in the scheduled monthly and emergency meeting at RRRC office, DC office, UNO office and other relevant meetings assigned by Access and Field office Coordinator or Area Manager.
- Conduct regular meetings with local authorities at the Refugee Relief and Rehabilitation Commission (RRRC), Cox’s Bazar Deputy Commissioner (DC) office, different Camp-in-Charges (CiC), different government line ministry units, different National and local Law Enforcement agencies and others to support effective inter-organizational communication.
- Contribute to the development, file and maintain organized records of all communications with government authorities, including but not limited to: programme inquiries and authorization requests, validations, approved Need Assessment (NA), Project Completion Report (PCR), Accreditation letter, reports, camp pass and other relevant documents;
- Prepare, Review and submit different forwarding letter request come from different CCs.
- Ensure timely submission of different types of reports, need assessment, Project Completion Report (PCR), FDs, DIP, Prottoyon Potro (Testimonial) and other relevant documents to proper places.
- Provide advice to Area manager and Access field office coordinator on all issues pertaining to laws and regulations affecting the operations of INGOs in the country.
- Contribute to the development and implementation of NRC’s stakeholder analysis and partnerships strategy for the area level program design and implementation.

Key Education and Skills Requirements:
- Minimum bachelor’s degree in social science, Political Science, International Relations, Law, and other relevant degrees;
- At least 03 years of relevant working experience in a similar role in a humanitarian/recovery context/ with NGO/INGO/UN.
- Good knowledge of the governance and administrative structures in Bangladesh.
- Experience in working with relevant government departments;
- Knowledge of Bangladesh legislation and policies related to INGO operations in the country.
- Knowledge of the Rohingya displacement context.
- Must have good coordination and communication skills as well as negotiation skills.
- Deep knowledge on the process of FDs, DIP, Prottyon Potro, Need Assessment, Project Completion Report and different government office dealings.
- Documented results related to the position’s responsibilities.
- Excellent English and Bangla language skills, both written and verbal.

- Grade 06 in NRC’s Salary Scale monthly Gross Salary is 93,123.00 BDT, with accompanying terms and conditions. NRC offers an excellent compensation and benefits package.
