Workload Planning and Coordination

  • Develop and manage weekly workload plans for school kitchen construction in selected Municipalities.
  • Prioritize tasks in collaboration with the Supervisor and WFP Headquarter Technical Advisor (TA).
  • Participate in planning and management meetings with relevant stakeholders such as education municipality, school entities, construction company and education infrastructure.

Technical Analysis and Compliance

  • Contribute to the technical evaluation of partner bids to ensure compliance with tender specifications.
  • Review and assess technical drawings and specifications from contractors to ensure alignment with project requirements.
  • Conduct technical analyses of potential new construction sites and provide detailed reports to the supervisor.
  • Establish and maintain a QA/QC framework, ensuring site records and technical supervision meet national and international standards.

Construction Supervision and Quality Assurance

  • Provide on-site technical support for design implementation and construction monitoring.
  • Ensure the quality of materials and workmanship, verifying compliance with approved specifications.
  • Issue notices for defects and deficiencies, instructing contractors on necessary corrections and replacements.
  • Conduct quality checks in accordance with WFP Engineering Unit Quality Control Manual.
  • Implement and monitor quality assurance procedures throughout the construction lifecycle.
  • Enforce internationally recognized health and safety standards for workers, adjacent properties, site personnel, and the public.

Documentation and Reporting

  • Establish and maintain comprehensive site records, including Correspondence, Survey data, Inspection and test records, Site diaries, Financial and progress records and Meeting minutes
  • Prepare and submit monthly progress reports detailing construction updates.
  • Review and validate contractors' and partners' payment documents to ensure compliance with contractual terms.
  • Draft technical specifications and other required engineering documents.

Project Execution and Handover

  • Supervise construction activities, ensuring adherence to agreed timelines and procurement processes.
  • Coordinate with relevant stakeholders as such Education Municipality, School Entities, construction company to facilitate smooth project implementation.
  • Address and resolve technical issues that may arise during construction.
  • Conduct final quality inspections, ensuring that all work meets contractual and regulatory standards.
  • Oversee the preparation of as-built drawings and relevant documentation for project handover.

Support other related Infrastructure Establishment and school feeding related activities

  • Support in the logistics planning and execution for the establishment of Mobile Storage Units (MSU), ensuring proper site preparation and infrastructure setup.
  • Assist in the coordination and reallocation of containers, ensuring efficient placement and adherence to operational requirements.
  • Provide technical support for the establishment of milling machines for rice fortification, including site assessment, installation supervision, and compliance with operational standards.
  • Collaborate with other units or administrative teams to optimize space utilization and streamline logistical processes related to construction and equipment placement.
  • Provide support for school feeding-related activities, including organizing training sessions, workshops, and meetings.
  • Participate in and support monitoring visits to assess the implementation of school feeding infrastructure and ensure compliance with program standards.
  • Assist in the preparation and distribution of project-related documents, such as training materials, reports, and stakeholder communications.
  • Assist in the preparation and distribution of project-related documents, such as meeting minutes and newsletters.
  • Perform other duties as required by the supervisor and WFP Headquarter Technical Advisor.

MINIMUM QUALIFICATIONS & EXPERIENCE REQUIRED

  • Experience in both Civil engineering projects and Building design projects.
  • Proficiency in the use of Microsoft Word, Excel, and AutoCAD.
  • Knowledge of public procurement procedures.
  • UN experience is beneficial.

Education:              

  • University degree in Civil Engineering, Construction Management, or a related field.
  • A Training certificate in the related functional area has added value
  • Qualification/experience in health and safety

Experience:

  • Minimum 5 years of experience in site engineering, construction supervision, or project management.
  • Experience with quality assurance and control in construction projects.
  • Knowledge of national and international construction standards and health and safety regulations.
  • Strong analytical, problem-solving, and communication skills.
  • Proficiency in relevant engineering software and documentation tools.
  • Experience of working in the Humanitarian Community.

                                                                                                                                                           

Language: 

Fluency in both oral and written communication in Tetum and English. Knowledge of the Portuguese language will be beneficial.
