Context

The Data and Communications Associate is primarily responsible for the development and implementation of GEF data analysis and communications efforts and for ensuring that these are integrated into the wider reporting and communications efforts of the Branch and Division. This position will be based within the GEF Chemicals and Waste Team, Industry and Economy Division, UNEP office based in Gigiri, Nairobi. The GEF helps developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change, international waters, ozone layer depletion, land degradation and chemicals and waste. As part of its duties, the GEF Chemicals and Waste Unit is in charge of supervising a portfolio of ongoing projects, developing new projects to be submitted to the GEF and assist countries to close finished projects.

Task description

Under the overall supervision of the Senior Programme Management Officer and the direct supervision of the programme Budget Officer and Technical Team Lead, the UN Volunteer will undertake the following tasks:

· Compiles and analyses the data and other information on the Unit Portfolio of projects

o Coordinates quarterly and annual reporting cycle to the UNEP GEF coordination office and other portfolio stakeholders including internal reporting systems such as IPMR and umoja.

o Further building, deploying, and maintaining/supporting of the portfolio database as per technical scope of work to be provided by the Unit management

o Developing, constructing, testing, and maintaining ETL pipelines in coordination with the UNEP and UNON Business Intelligence Unit and other relevant teams

o Identify ways to improve data reliability, efficiency and quality including training and support to Task Managers to use the system

o Assist in conceptualizing and developing no-code or low-code infrastructure that allows data to be accessed and analysed in the MS PowerPlatform

o Assist in upgrading the Portfolio Management System & other apps

· Supports the communications efforts of the Unit and leads the internal communications

o Ensures integration of GEF Communications efforts into the communications of the Branch and Division and acts as a liaison with the UNEP Communications Division, to increase visibility of the GEF Chemicals and Waste Unit work across the Industry and Economy Division and UNEP.

o Carries out basic research on selected aspects of critical areas of the Portfolio Manager's main functions, including on inclusion policies, gender and disabilities, etc., to include collecting, analysing and presenting statistical data and other information gathered from diverse sources.

o Generation and dissemination of internal communications outputs for example quarterly report to UNEP Regional Offices, project updates, e-mails to stakeholders, introduction of new projects, etc.

o Work closely with the communications team in developing key messages and themes of major UNEP events to promote relevant policy or science messages; and in identifying key contacts/constituencies and opportunities for strategic partnerships.
