Mission and objectives
The Asian and Pacific Centre for the Development of Disaster Information Management (APDIM) is mandated to reduce human and material losses due to natural hazards and contribute to the effective design, investment and implementation of disaster risk reduction and resilience policies.
APDIM serves as an information and knowledge repository to support the Governments and other stakeholders in the region to develop their capacities as well as to facilitate regional cooperation on transboundary hazards in the Asia-Pacific region.
APDIM’s vision is: “Effective disaster risk information is produced and used for sustainable development in Asia and the Pacific”. We work with partners to reduce human and material losses due to natural hazards and contribute to the efficient design, investment and implementation of disaster risk reduction and resilience policies.

Context
This UNV assignment is part of Asian and Pacific Centre for the Development of Disaster Information Management. (APDIM) Programme of Work 2025 to enhance risk knowledge, capacities of the countries and organizations of Asia and the Pacific and regional cooperation on disasters information management.
Task description
Under the direct supervision of the Senior Coordinator and the overall supervision of the Director of Asian and Pacific Centre for the Development of Disaster Information Management as well as the technical guidance of the UNDRR (the UN Office for Disaster Risk Reduction) Regional Office for Asia and the Pacific, the incumbent is required to perform the following functions in support of the UN Country Team and the implementation of the UNSDCF DRRM Pillar in Iran, as well as APDIM’s Multi-Year Strategic Programme of Work:
A. Support United Nations Country Team (UNCT) and United Nations Sustainable Development Cooperation Framework (UNSDCF), Disaster Risk Reduction and Management (DRRM) Pillar
• Represent APDIM and UNDRR at the DRRM Results Group, including by providing APDIM and UNDRR inputs to the UN INFO as a data management system for the UNCT in Iran.
• Support the Results Group’s Secretariat by providing technical and substantive support to the UNSDCF DRRM Result Group and its related coordination, planning and reporting processes (including Joint Workplans and Annual Results Reports).
• In coordination with the Resident Coordinators office and DRRM Result Group and guidance from UNDRR, provide technical support to the Iranian government and national institutions for the implementation of the DRRM Pillar of the UNSDCF and preparing Iran’s national report on the implementation of the Sendai Framework for Disaster Risk Reduction.
• In coordination with the RCO (The Resident Coordinator), DRRM Result Group, and global pillar and guidance from UNDRR support the early warning for all initiative, in consultation with Ministry of Foregin Affairs (MOFA), Islamic Republic of Iran Meteorological Organization (IRIMO) and other focal agencies in I.R. Iran.
• In coordination with the RCO and DRRM Result Group, support the respective entities of the government of I.R. Iran in enhancing risk knowledge through disaster loss tracking, and in the monitoring, financing, decentralization and inclusiveness of disaster risk reduction.
B. Support Asian and Pacific Centre for the Development of Disaster Information Management programmes
• Provides technical support for the implementation of APDIM’s activities and initiatives in Iran as approved within APDIM’s Multi-Year Strategic Programme of Work (2021-2030) and Programme of Work 2025.
• Works closely with APDIM partners in the host country and in the region to facilitate the development, implementation and evaluation of assigned programmes/projects in disaster information management; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties, particularly those within the host country; identifies and tracks follow-up actions.
• Carries out basic research on selected aspects of programmes, operations and other activities on multi-hazard information, to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
• Provides substantive support for policy coordination and evaluation functions, including review and analysis of emerging issues and trends, participation in evaluations or research activities and studies in disaster risk reduction.
• Assists in performing consulting assignments in disaster risk reduction, in collaboration with the APDIM’s partners, by planning and facilitating workshops, and other interactive events.
• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, on disaster information management and sand and dust storms.
• Provides administrative and substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
• Provide technical support on national level data platforms and mechanisms in countries aligned with the recommendation outlined in the Sendai Framework for DRR.
• Provide technical support to the regional risk analysis of transboundary hazards, focusing on those with the highest socio-economic impacts.
• Supporting countries in assessing the risk of sand and dust storms in a prioritized area at the national level, using the methodology outlined in the Sand and Dust Storm Risk Assessment Report for the Asia and Pacific region developed by APDIM.
• Facilitate and provide technical support for the implementation of the Regional Plan of Action on Sand and Dust Storms in Asia and the Pacific (ESCAP/78/12/Add.1) at the regional and country levels based on demand and available resources:
• Undertakes outreach activities; participates in the development of training workshops, seminars, expert group meetings; participates in and makes presentations on assigned topics/activities in disaster information management.
• Participates in field missions, including provision of substantive and administrative support, data collection, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
Performs other duties as required.
Results/expected outputs:
Work in an efficient, timely, responsive, client-friendly and high-quality fashion in the accomplishment of her/his functions, including:
• Support the implementation and evaluation of disaster information management programmes and recommend actionable solutions.
• Conduct and deliver comprehensive research and data analysis to support evidence-based disaster risk reduction.
• Assist in policy coordination, capacity building, and stakeholder engagement through workshops and interactive sessions.
• Contribute to the Sendai Framework monitoring, disaster loss database initiatives, and other disaster risk reduction activities.
• Prepare high-quality written outputs, including reports, background papers, and analytical notes.
• Coordinate and provide administrative support for meetings, conferences, and outreach activities.
• Ensure timely and accurate budget and financial documentation.
The volunteer's contributions will enhance APDIM/ UNDRR’s disaster risk reduction efforts and build the capacity of stakeholders in the region.
