OVERVIEW OF THE FUNCTIONS OF THE POST
Call for consultants_Heritage police good practices
The illicit trafficking of cultural property is a global issue that threatens the preservation of cultural heritage, undermines the integrity of communities and their enjoyment of cultural rights, and fuels organized crime. In response to this challenge, police agencies around the world have developed various strategies and practices to combat the illegal trade of cultural property, in line with the UNESCO 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. However, the lack of specialized police force and limited capacities of law enforcement agencies have been identified as a main challenge by the States Parties of 1970 Convention through past national reports. The States Parties have thus requested increased support from UNESCO in establishing and enhancing specialized police force for the fight against illicit trafficking of cultural property.
This consultancy aims to identify and document good practices employed by police agencies in different regions to combat illicit trafficking of cultural property. The findings will contribute to strengthening international cooperation, enhancing institutional and operational capacity at the national level, improving law enforcement strategies, and enhancing the protection of cultural heritage.

REQUIRED QUALIFICATIONS
• Advanced degree in law enforcement, cultural heritage management, criminology, or a related field.
• A minimum of 5 years of experience in law enforcement, cultural heritage protection, or a related area.
• Proven experience in conducting research and analysis on illicit trafficking of cultural property or related topics.
• Strong knowledge of international frameworks and conventions related to cultural heritage protection.
• Excellent communication and report-writing skills in English.
