Functional Responsibilities
-
In accordance with the UNHRM guidelines, the incumbent will lead a range of functions that includes monitoring/ tracking/ verification process and supporting relevant clearance requests within the scope of UNHRM work.

In accordance with the UNHRM guidelines, represents UNHRM during the monitoring, screening, inspection, and other relevant UNHRM processes.

Monitors the screening and inspection process of the humanitarian cargo destined for Gaza, along the different route points and within convoys, including working with local government officials to ensure best practice.

Ensures that the relevant sections of the inspection and verification system’s database are populated properly.

Prepares monitoring and inspection reports as per the reporting templates and provide them to the relevant colleagues/counterparts as per the UNHRM SOPs.

In accordance with the UNHRM guidelines, undertakes verification of humanitarian cargo in Gaza.

Coordinates with relevant colleagues to monitor the handover of the humanitarian aid to the ultimate consignee and further distribution.

In accordance with the UNHRM guidelines, and when requested and agreed by the parties, undertake monitoring activities inside Gaza.
Successful candidates may be required to travel to non-family duty stations at short notice and acceptance of the position carries expectations to deploy at short notice.
Education/Experience/Language requirements

Advanced University Degree (Master’s Degree or equivalent) with a minimum of 5 years of relevant experience; OR
-
First Level University Degree (Bachelor’s Degree or equivalent with a minimum of 7 years of relevant experience; OR
-
Military or Police Experience at the Senior NCO (Non-commissioned Officer) or Officer level (or equivalent) with a minimum of 11 years of relevant experience is required.

At least 5 years of demonstrated relevant professional experience in humanitarian programming, police, military/maritime affairs, law enforcement or related fields is required.

Previous international experience, specially with a multilateral organisation such as the United Nations, the European Union, NATO, or other such multilateral organisations is highly desirable and an asset.

Strong ability to interact effectively and collaboratively with a broad range of government officials, international donors and other key stakeholders is desirable.

Previous demonstrated experience in fragile and post-conflict environments is highly desirable and an asset.

Full computer literacy and excellent communication, analytical and report writing skills. Experience in computers and office software packages (MS Office, Excel, etc.) is desirable.

Previous experience as a front line officer with knowledge and experience in evidence collection and physical examination; examination of means of transport and cargo including vessels, trucks, etc, is desirable.

Demonstrated experience in border security procedures is desirable and would be an asset.

Demonstrated experience in humanitarian coordination, operations and logistics is an asset.

Experience in the management, inspection and logistics of commercial or humanitarian shipments and convoys is an asset.
Language
- English fluency in speaking, writing and reading.
