CAMBODIA: INDIVIDUAL CONSULTANT - GREEN BUILDING POLICY EXPERT

Based on consultations with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) and the ALCBT project’s Technical Advisory Committee, the project aims to develop a minimum compliance and certification scheme for green buildings, along with a roadmap for establishing a green building code in Cambodia.

To support this effort, the ALCBT project is seeking to recruit a seasoned expert with extensive experience in developing green building codes and certification systems.

The green building expert will work closely with the ALCBT project team in Cambodia and the MLMUPC to achieve the assignment’s objective. The scope of work and tasks to perform are as followings:

Preparatory Activity: Document Review and Stakeholder Consultation (5 days)

1. Review and analyze existing documents, building codes, and construction standards to understand the overall policy landscape related to green buildings in Cambodia.
2. Conduct a stakeholder consultation mission to gather insights on the green building policy landscape and specific requirements from MLMUPC and the project team.
3. Stock-taking of regional best practices on development of green building code

Activity I: Develop a Green Building Minimum Compliance and Certification System (30 days)

1. Formulate minimum compliance criteria based on ALCBT’s policy assessments, established international green building standards, Cambodia’s Guideline and Certification System for Green Building (CamGCGB), and other regional codes. This process should involve close consultation with MLMUPC and the ALCBT project to leverage available data and incorporate project tools (e.g., the Building Emission Assessment Tool and Common Carbon Matric) into the compliance system. Finally, analyse the building permit process and propose a mechanism for integrating the compliance system into the building permit process to ensure effective implementation. Please refer to Annex-I for an indicative concept note on Green Building Minimum Compliance Scheme.
2. Establish benchmarks for the compliance criteria through consultations with MLMUPC, the ALCBT project, and key stakeholders in the building and construction sector. These benchmarks should align with local climate conditions, building practices, and available technologies.
3. Based on the minimum compliance design a certification scheme by:

• Identifying entry points within the current building permit process and legal framework.
• Assessing the capacity of MLMUPC officials to implement the scheme.
• Estimating financial needs for piloting and testing.
• Detailing the level and type of certification, assessment methodology, and certification process

4. Draft a short-term implementation plan for MLMUPC to pilot the green building minimum compliance and certification system in Cambodia.

Activity II: Outline Key Steps for Developing a Green Building Code for Cambodia (15 Days)

1. Conduct detailed consultations with key stakeholders to understand the status and requirements related to the development of the Green Building Code.
2. Identify key actions needed before initiating the Green Building Code development, based on the best regional practices, stakeholder consultations, and the current policy landscape.
3. Develop a comprehensive action plan outlining and detailing steps to be taken before, during and after the code development process.
4. Estimate the cost for developing the Green Building Code for Cambodia, referencing international best practices.

In consultation with the project team, the consultant should conduct two missions to Cambodia: one at the beginning of the assignment and one at the end to present the outcomes.

• Education: Bachelor’s degree in Architecture, Civil/Structural Engineering, Environmental Science, or a related field and Master’s degree in Sustainable Building Design, Energy Efficiency, Environmental Engineering, Green Building, or a relevant discipline.

• Experience:
  • At least 10 years of experience in relevant sectors such as buildings, construction, energy efficiency, and climate change.
  • A minimum of 5 years of experience in developing policies related to green building, low-carbon buildings.
  • Certifications: Certification in green building standards (e.g., LEED AP, EDGE Expert, or equivalent) is highly desirable.

• Knowledge:
  • Strong knowledge of building energy modeling, life cycle assessment (LCA), and sustainable construction practices is an advantage.
  • Knowledge of the government’s working structure, and experience collaborating with ministries such as MLMUPC, MME, MOE, MISTI, Phnom Penh Capital Administration, and private sector entities within the building and construction sector are preferred.
  • Language Skills: Fluency in English, particularly for reporting and presentations, is essential. A team member with technical expertise and proficiency in Khmer is required for backstopping.
