About this position

The consultancy’s main task is to develop the Interim Evaluation of a Facility (or “Project”) created between the Inter-American Development Bank (IDB) and the Green Climate Fund (GCF) and managed by IDB Lab (Executing Agency). The focus is formative to get a good picture of current implementation performance and develop evidence that can be fed back into the Project to help steer its ongoing implementation toward the desired results. These can be used for improvement. This Facility and the activities to be carried out by the Consultant (or “Evaluator”) are described below.

What you’ll do

Produce an interim evaluation of the IDB Lab operations financed by the Green Climate Fund facility (GCF). 
• The Consultant will submit the following deliverables to the Project Coordinator(s):
a)The Work Plan is to be submitted within ten (10) days of the commencement of the consultancy.
b) The Draft Interim Evaluation Report is to be submitted within eight (8) weeks after the start of the consultancy. A suggested outline of the report can be seen in the link on the first bullet.
c) The Final Interim Evaluation Report is to be submitted within two (2) weeks of receiving feedback on the Draft Evaluation Report, including a two to three-page executive summary, a set of limited and strategic recommendations (not to exceed 10 recommendations in total), and a response addressing issues raised during the presentation of the draft. 
d) The Management Response and Action Plan is to be submitted within three (3) weeks of receiving feedback from the Secretariat of the GCF on the Final Interim Evaluation Report. •The Consultant will participate in an inception virtual meeting with the IDB Lab Project Coordinator(s), to be held within the first week of the consultancy. The primary purpose of the meeting is to clarify any issues the Consultant  may have and discuss the scope of work and expected outputs of the required services, which should guide the Interim Evaluation Report, including the work plan.
•The Consultant may be required to participate in a virtual meeting to present and discuss the results and lessons learned of the Draft Interim Evaluation Report to the IDB Lab and/or other stakeholders. Any matters arising from this meeting should be addressed as necessary and, if applicable, incorporated in the Final Interim Evaluation Report.
• All reports (draft and final) are to be submitted in electronic format (MS Word and PDF) in English.
• During the execution of the consultancy and its related tasks, the Consultant will be supervised by the IDB Lab   Project Coordinator(s). 
• This consultancy will require travel to visit IDB Lab projects in Mexico and/or Guatemala during the scope of this contract. Travel costs will be paid separately and will require prior approval by IDB Lab.  

What you'll need

  • Education: Master’s degree in one of the following fields: Public Administration, Public Policy, Financial Management, Economics, Business Administration, or any of the Social Sciences.

  • Experience: A minimum of five (5) years of practical experience evaluating development projects, preferably in the areas of agriculture, land use, forestry, and/or climate change.

  • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

  • All applicants should submit along with their CV, a list of projects/assignments similar to the one being presented describing, but not limited to, name of the client, date, project description, length of the project, and stakeholders.

Deliverable # 1: Upon submission and approval of the Work Plan-20% (April 2025)

Deliverable #2: Upon submission and acceptance of the Draft Interim Evaluation Report; -30%(June,2025)

Deliverable #3: Upon submission and acceptance of the Final Interim Evaluation Report incorporating feedback from IDB Lab-25%(July,2025)

Deliverable #4: Upon submission and acceptance of the Management Response and Action Plan, incorporating feedback from the GCF Secretariat- 15%(August,2025)
