About this position

We are looking for a proactive, result-oriented, and innovative Citizen Security Senior Specialist to manage the Citizen Security and Criminal Justice portfolio in Peru. You will work in the Citizen Security (CIS) Division, within the Institutions for Development (IFD) Department of the Vice-Presidency for Sectors and Knowledge (VPS). CIS Division is responsible for conceptualizing, preparing, and supporting the execution and supervision of the IDB’s sector operations in the field of Citizen Security and Criminal Justice. The team is also responsible for developing sector strategies, policies, and guidelines, as well as generating knowledge and evidence to respond to and address crime and violence through a multifaceted approach, including responses to organized crime.  This includes areas such as: (i) preventive policies and initiatives aimed at mitigating drivers of violence. (ii) capacities of law enforcement and prosecutorial agencies, including specialized units to proactively detect, prevent, investigate, and prosecute complex crimes; (iii) access to criminal justice, as well as the management and administration of criminal justice services, to ensure timely and transparent case resolution; and (iv) the management of the penitentiary system and rehabilitation policies, including programs to reduce the influence of organized crime.

What you’ll do

 

  • Lead the design, supervision, and evaluation of Citizen Security and Criminal Justice projects and support governmental agencies in the planning and monitoring of projects.
  • Manage and supervise the implementation of the Citizen Security and Criminal Justice projects in Peru.
  • Work in multi-disciplinary and cross-sector teams to develop complex projects at different levels of government.
  • Maintain technical and policy dialogue with the public sector, and particularly with the Citizen Security and Criminal Justice counterparts.
  • Promote innovative approaches to address key sector challenges.
  • Develop and promote the consistent application of tools, methodologies, procedures and policies and best practice in Citizen Security, and contribute to the development of new or revised tools.
  • Generate and manage knowledge and evidence in areas related to the Citizen Security and Criminal Justice field (social prevention of violence, policing, investigation and prosecution, criminal justice services, and rehabilitation and reinsertion of persons in conflict with the law).
  • May oversight junior staff and provide them with guidance, coaching and mentoring to develop technical expertise.

What you'll need

-Education: You have a master's degree (or equivalent advanced degree) in Criminology, Public Policy, Public Administration, Law, Political Science, Development Economics, or another related field. Project Management certification is highly desired.

-Experience: You have at least 8 years of relevant professional experience in the design and implementation of programs, preferably in the area of Citizen Security and Criminal Justice. The ideal candidate will also have:

  • Strong track record in designing and implementing public sector projects.
  • Solid skills in working in multi-disciplinary and cross-sector teams to develop complex and innovative projects.
  • Good communication skills and capacity to engage in policy dialogue.
  • Experience working with the government, preferably in the Citizen Security and Criminal Justice sector.
  • Knowledge of multilateral development institutions and their lending instruments.

-Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

  -International: International/national staff contract, 36 months initially, renewable upon mutual agreement.
