Job Description

IOM Viet Nam works with the Ministry of Health (MOH), Government of Viet Nam, to deliver on the promise of migration by enabling migrants, mobile populations and host communities to sustainably contribute to society by creating conditions in which they enjoy the highest attainable standard of health and well-being along all mobility pathways. 

We deliver and promote comprehensive, preventative and curative health programmes that are beneficial, accessible, rights-based and equitable for migrants, mobile populations and host communities. In doing so, we strive to create an enabling environment to advance evidence-informed and inclusive health and migration policies and support governments in their decision-making processes. This will sustainably contribute to enhancing migrants’ empowerment, inclusion, and resilience in society, as well as better public health and health security for all. 

IOM Viet Nam is implementing the project “Enhancing One Health Capacity of Border Provinces in Viet Nam” funded by the Government of Japan. The project aims to strengthen One Health capacity in the border provinces of Viet Nam by integrating mobility perspectives of both humans and animals into the comprehensive One Health approach. As part of the project, IOM, in coordination with the Food and Agriculture Organization of the United Nations (FAO) and World Health Organization (WHO), will support multi-sectoral government partners in conducting the Population Mobility Mapping (PMM) in accordance with the Health, Border, and Mobility Management Framework (HBMM). 1 

IOM Veit Nam is looking for a consultant to facilitate the implementation of PMM and develop the report on its results with recommendations.

Responsibilities

Tasks to be performed under this contract
 

Under the overall supervision of the Chief of Mission (COM) and the Head of Projects and Partnerships, and the direct supervision of the Programme Manager (Migration Health), the selected consultant will undertake the following task

 

  • Technical guidance for the implementation of PMM (by 30 June 2025) 

The consultant is expected to provide technical guidance for the development of PMM tools and the implementation of PMM. PMM aims to help understand population mobility dynamics and characteristics and identify priority communities and locations that may be vulnerable to infectious disease outbreaks and other health threats. PMM includes 1) participatory mapping exercises, 2) site evaluation, and 3) population flow monitoring. PMM will be conducted in four border provinces. During the consultancy period, the consultant will be requested to attend PMM with IOM and project partners in one of the project provinces. 

  • Development of a presentation on PMM findings with recommendations (by 15 July 2025)

Through PMM, the consultant will gather quantitative and qualitative information on mobility patterns and vulnerabilities at national and provincial levels as well as points of entry and locations where informal border crossings take place to inform public health preparedness and response efforts. In the project, FAO will support the animal health sector in conducting a poultry value chain survey and live poultry market profiling to identify types of poultry, amount, and routes of animal movements across the border. Based on the data analysis, the consultant will prepare a presentation on the findings of PMM along with recommendations. These recommendations, informed by the findings from PMM and the poultry value chain survey and live poultry market profiling, will be presented to national and provincial stakeholders during the dissemination workshop. The consultant will be requested to give the presentation in person in Viet Nam or online.

  • Development of the report (by 15 August 2025)

The consultant will develop the report on the findings of PMM with recommendations and incorporate technical feedback from IOM and government partners into the report. The recommendations in the report will include practical and clear action points for public health interventions. 


*All deliverables will be translated into Vietnamese by IOM Viet Nam.

Qualifications

Education
  • Master’s degree in Public Health, Health Sciences, Tropical Medicine, or a related field from an accredited academic institution with seven years of professional experience.
Experience
  • Minimum of seven years of experience in public health at an international level, involving migration health issues; 
  • Experience in international organizations such as UN agencies in similar positions is strongly preferred; and
  • Solid field work experience in disease prevention and control including programme management and coordination, outbreak management and capacity in leading outbreak response teams; and
  • Experience in the Greater sub-Mekong region is a distinct advantage. 
Skills
  • Knowledge of HBMM and proven capacity to develop assessment tools for PMM; 
  • Excellent analytical, writing, and presentation skills; 
  • Strong interpersonal and organizational skills; and
  • Demonstrated capacity to adapt experiences, tools and approaches in other settings to the local context.
Languages

For this position, fluency in English is required (oral and written). Fluency in Vietnamese is an advantage.          

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Home-based consultancy with travel to Hanoi and one of project provinces
