TC Planning and Analysis 

1. Supervise and coordinate the biennial and annual planning of IMO’s technical cooperation programme, while promoting the shift to thematic planning, including the allocation of the TC Fund, in consultation with other IMO technical divisions, relevant national/regional authorities, donors and partners, to ensure cohesive planning aligned with organisational priorities. 

2. Assess and analyse the challenges faced, and assistance required by Member States, and identify and prioritize their needs to be addressed by IMO’s technical cooperation programme, utilising relevant inputs such as IMSAS audit results, requests for assistance from Member States, outcomes from IMO bodies, past technical cooperation efforts, and others as relevant. 

3. Observe the work of the Assembly, Council and of the other Committees and subsidiaries with a view to identifying issues which the Technical Cooperation Committee (TCC) and/or TCID will need to respond to.

4. Identify evolving issues and developments in the maritime sector, as well as at the UN-wide, public and private sector levels, to be addressed by IMO’s technical cooperation programme, and develop new programme concepts accordingly, in consultation with relevant IMO technical officers and industry representatives across the maritime sector. 

5. Develop and formulate submissions to the Assembly, Council, TCC and other IMO organs on TC strategic developments, policies and proposals.

6. Oversee the annual process of preparing the programme implementation documents, in consultation with the beneficiaries, donors, TC Focal Points and implementing officers across other IMO divisions.

Programme Implementation & Resource Management

7. Develop and maintain the overall programme framework for IMO’s technical cooperation programme, including timelines, deliverables and resource requirements. 

8. Propose and coordinate adjustments to the work programme, supported by analysis, to accommodate evolving priorities, impact assessments, resource constraints and or emerging needs of Member States. 

9. Collaborate with stakeholders involved in capacity-building and the delivery of technical assistance, both within IMO and with key external implementation partners and institutions, to ensure successful and harmonized delivery and to avoid duplication of efforts and resources. 

10. Oversee the design and implementation of thematic programmes, as required, including coordination of the design and delivery of activities with colleagues from other IMO divisions, ensuring that all operations, financial administration and procurement activities are in compliance with IMO standards and procedures and in coordination with other Secretariat stakeholders.  

11. Carry out missions and represent the IMO in national, regional and international meetings and events related to the promotion and delivery of IMO’s technical cooperation programme. 

Monitoring and Evaluation 

12. Oversee the design and implementation of monitoring and evaluation systems and processes to track technical cooperation outcomes and impact, including the preparation and delivery of status and financial reporting.

13. Assess and monitor progress of technical cooperation implementation, including analysis of impact of TC interventions and recommendations for improvement, for submission to IMO organs, recipients and donors, as appropriate. 

14. Analyse key performance indicator data, identify trends or risks, and propose corrective measures to improve TC programme efficiency, effectiveness and alignment with IMO’s strategic objectives. 

TC Policies and Procedures

15. Lead the day-to-day management of technical cooperation policies, procedures and other mechanisms that underpin the efficient and effective delivery of IMO’s capacity building work.

16. Research, propose and lead improvement initiatives to make enhancements to the activities associated with TC planning and implementation, including innovative methodologies, tools, guidance, systems and other approaches.

Donor Contributions 

17. Liaise with donors regarding funding contributions to support the TC programme, including the utilization of funds in alignment with agreed needs and priorities, active communication with donors about fund balances and statements, development of proposals for utilization of funds and reporting on agreed implementation.

18. Supervise the processes related to the receipt of donor contributions and allocation of funds to the IMO TC programme based on agreed needs and priorities.

Secretariat Support 

19. Provide substantive Secretariat support to IMO meetings, notably the Technical Cooperation Committee (TCC) and associated Working or Drafting Groups that are convened during TCC meetings.  

20. Draft meeting documents, briefs, presentations, memos, speeches, etc on matters related to the IMO’s technical cooperation programme for the Director TCID, TCC, the Secretary-General, Council, Assembly and other IMO organs and/or their subsidiary bodies, as required.   

Staff Supervision

21. Supervise and oversee the day-to-day work of a small team, providing direction and coordination of workload based on divisional priorities. Provide performance management and professional development feedback with a view to developing skills and competencies of junior staff members. 

Other Duties

22. Perform other related duties, as required by the Deputy Director, Planning and Programming, Technical Cooperation and Implementation Division.
