Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Shelter and Settlement Assistant in Mykolaiv.

About the job

The Shelter and Settlement Assistant will assist the Shelter and Settlement Officers and Team Leaders in ensuring the quality of planning, implementation and follow-up of shelter activities; support and assist the officers in their daily work in technical and non-technical tasks; provide administrative and technical support to the shelter activities; maintain daily records and regularly update information in the database on project progress and ongoing work; prepare documentation on the assistance provided in accordance with the requirements of Ukrainian legislation and DRC procedures.

Your main duties and responsibilities will be:

  • Monitor all Shelter activities including the day-to-day supervision of partners, contractors and ensure quality control.
  • Carry out or assist the Officers in technical assessments to elaborate BoQs.
  • Draft or assist in drafting procurement documents and scope of work related to shelter activities.

Reporting

  • Follow all relevant project tools, plans, and budgets.
  • Project implementation, reporting and evaluation.

Programming & Operations

  • Ensure efficient and effective program implementation while following the budget and work plan.
  • Provide technical support and inputs on all shelter activities.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues.
  • Ensure integration with other DRC sectors.

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
  • Initiate procurements and ensure their execution.

About you

To be successful in the role of Shelter and Settlement Assistant, we expect you to have at least 2 years of professional experience in the monitoring and supervision of construction projects, preferably with experience in the field of humanitarian response for an international NGO, UN agency, relevant ministry, or local authority. Moreover, we also expect the following:

  • Bachelor's degree or higher in civil engineering, architecture or other relevant field is an advantage.
  • A specialized secondary vocational education or work experience in construction may be substituted for a technical education.
  • Experience in administrative and support tasks.
  • Professional working proficiency in English an asset.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Skills in GIS software and AutoCAD are an asset.
  • Fluency in Ukrainian language.

We offer:

Contract length: Fixed-term employment contract for the period of absence of the main employee with a probationary period of 3 months. 
Level: I – Non-Management.
Designation of Duty Station: Mykolaiv - Full time based.

Start date: As soon as possible.
