No one should be left unprotected; no situation is beyond the law. The Diakonia International Humanitarian Law Centre is an independent expert group that provides rapid and in-depth advice on the laws of war to ensure the protection of persons in conflict zones worldwide. As a Centre of excellence, we share knowledge about and promote international law relevant for situations of armed conflict through research, advocacy, and training with a view to maximizing humanitarian protection.

The Stockholm Monitoring Manual (the “Manual”) aims to improve the quality of IHL-based humanitarian advocacy and will ultimately help enhance protection of civilians in armed conflict, by providing humanitarian actors with the necessary tools to undertake preliminary analysis of parties adherence to international humanitarian law (IHL).  Further information on the projected can be found on our website.

SCOPE OF TOR

The Centre is looking for an experienced humanitarian practitioner to support the team working on the development of the Stockholm Monitoring Manual. The consultancy has an anticipated start date of May 2025 and will run for three months at estimated 225hrs based on a daily rate of between 450-600Euro. This is a home-based consultancy.

MAIN RESPONSIBILITIES

  • Support the development of effective IHL advocacy recommendations and strategies which will be incorporated in the Manual.
  • Provide insights into the opportunities and challenges for humanitarian actors to engage in protection advocacy. 
  • Support the project team to present complex notions in an accessible and practical manner in the Manual, including providing recommendations on improving language accessibility.
  • The consultant may be asked to take on other relevant tasks and duties as requested by the project team.

ESSENTIAL EXPERIENCE AND QUALIFICATIONS

  • Master’s degree preferably in political science, international relations, international law or other related disciplines.
  • Demonstrable experience (minimum ten years) in humanitarian protection work, ideally in an advocacy related position and/or policy development in humanitarian issues. 
  • Experience of working in differing armed conflict setting. 
  • Experience of engagement in advocacy linked to protecting civilians and civilian infrastructure during armed conflict, humanitarian assistance or displacement.
  • Strong English communication skills (written and verbal).

Position type and duration: Consultancy agreement for 3-month

Ideal start date: 01 May 2025
