Job Description

Position Title: Microfinance Consultant

Duty Station of the consultancy:  Remote

Duration of the Consultancy: 1 Month

Salary: $6,000-$9,000

Background: The consultant will assist in the development of a business model for a Diaspora-Guaranteed Fund. The fund is a central component of a diaspora-guaranteed microfinance model, aimed to leverage remittances to increase community access to sustainable and safe solutions for retrofitting and rebuilding shelters in the Philippines. The Diaspora Guarantee Fund is designed to pool diaspora funds as a guarantee for the retrofitting or rebuilding loan thereby enabling MFIs to lower risk and support payments as designed. The selected consultant will ensure that the Diaspora-Guaranteed Fund is well structured and determine the required capital to ensure that the fund delivers on its promise. This includes determining how many people or entities the fund can support in a bailout situation, the level of risk it’s willing to absorb, and contingency fund, among others. 

Responsibilities

Analyze the diaspora guaranteed fund model
1.    Review existing materials related to current and past pilot applications, including the Bahay Matibay Loan Manual and other
2.    Conduct socio-economic and market research analysis of MFI infrastructure and target beneficiaries in the Philippines.
3.    Hold consultations with the project team as needed.
 

Create a value model, in search of long-term sustainability of the solution, such as a business model, livelihood models, circular economy or other:
1.    Evaluate the existing model using the current funding amounts, loan terms, and number of beneficiaries. 
2.    Refine and validate the model to ensure it is fully optimized and ready to be piloted within a target community.
3.    Assess the viability and feasibility of the model. 
4.    Tailor the model to a different geographic or demographic market for scalability.
5.    Establish a model of scaling up the number of beneficiaries and the loan amount while providing repayment rate scenarios based on the analysis conducted. 
6.    Develop strategies to secure minimum funding needed from the diaspora Guarente fund interested in sustainable scalability models.

Consult with the IOM Project team on appropriate and agreed approaches to the specified tasks prior to assumption of the tasks, meeting all requirements in a timely manner.  

The consultancy is based on deliverables with deadlines of submission indicating the payment milestones throughout the project. The payment is subject to revision and final approval from the direct supervisor. 

This consultancy engagement is expected to cover approximately 20 days during the month of April 2025. 

Qualifications

Experience and/or skills required

  • 5+ years expertise in microfinance models. 
  • Understanding of migration issues and diaspora engagement engagement modalities. 
  • Ability to develop long-term strategies for sustainability, and scaling of microfinance models. 
  • Excellent data collection and analytical skills.
  • High level of understanding of the topic and experience in relevant fields such as shelter and settlements. 
  • Field experience is an advantage 
  • Ability to provide data-driven forecasting and decision-making recommendations for the microfinance models.
