Operations Officer (with HR Functions) – Ukraine Nationals Only

Location: Kyiv, Ukraine
Contract Type: Full-time (37.5 hours per week)
Contract Duration: Until 31 March 2026 (extension subject to funding)
Salary: Up to $1,735 per month (net)

About Street Child

Street Child is a leading international child rights organisation, working to ensure all children are safe, in school, and learning – even, and especially, in the world’s toughest contexts. Since the start of the war in Ukraine, Street Child has supported over 130,000 children and adults with education, child protection, and livelihoods support.

We are seeking a highly organised and detail-oriented Operations Officer to support our operations in Ukraine, particularly focusing on partner financial oversight, HR processes, and logistics. This role is a key position within a fast-paced humanitarian response and requires a proactive, problem-solving approach.

This position is funded by the Ukraine Humanitarian Fund (Project 34832) and contributes directly to the emergency response in Ukraine.

Key Responsibilities

Partner Financial & Contract Management (60%)

  • Review and verify financial reports, bookkeeping, and procurement documents from implementing partners.
  • Ensure financial transparency and compliance with donor regulations.
  • Manage contracts with service providers and local partners.
  • Evaluate financial and operational activities to ensure best practices are followed.
  • Maintain open communication with financial specialists from partner organizations.

Human Resource Management (25%)

  • Maintain employee records, including contracts, timesheets, leave tracking, and compliance with Ukrainian labor laws.
  • Support recruitment, onboarding, and offboarding processes.
  • Ensure adherence to HR policies and assist in policy development.
  • Maintain military records as required.

Operations & Administrative Support (15%)

  • Assist with procurement, logistics, and general operational tasks.
  • Organise and coordinate internal workshops, trainings, and meetings.
  • Liaise with service providers, contractors, and external stakeholders.

Other Responsibilities

  • Uphold Street Child’s mission and values.
  • Ensure compliance with all internal policies and safeguarding measures.
  • Represent Street Child professionally in all interactions.

Who We Are Looking For

We are looking for a motivated professional with experience in operations, finance, HR, or logistics, who thrives in fast-paced environments and enjoys taking initiative.

Essential Qualifications and Experience

  • At least two years of experience in HR, finance, or operations.
  • Strong knowledge of Ukrainian labor laws and HR best practices.
  • Experience handling financial documents and procurement processes.
  • Strong analytical skills and the ability to work independently.
  • Excellent organisational and time-management abilities.

Desirable Qualifications and Experience

  • Experience working with national/local NGOs in Ukraine.
  • Background in humanitarian or development sectors.
  • Proficiency in English (written and spoken).
  • Experience leading workshops or trainings.
