Overview & Responsibilities
The IDLO Ukraine Country Office, situated within the Department of Programmes, maintains the central management and coordinating function for the delivery of the IDLO programmes in Ukraine.
Under the supervision of the Field Programme Manager the OSINT Specialist will carry out the functions below.
Primary Functions:
- Support the implementation of IDLO sub-project aimed at providing specialized technical assistance and expert advice to Ukrainian government agencies working on advancing accountability for international crimes
- Provide advice and assistance to the relevant project beneficiaries and recipients on open-source data collection techniques and data management tools for better documenting of alleged war crimes
- Draft recommendations and guidelines on open-source data collection tools and techniques.
- Develop and deliver customized OSINT (Open-source intelligence) training modules for the targeted audience.
Key results expected:
- Timely and effective coordination of technical assistance and expert consultations with relevant Ukrainian government agencies and national and international stakeholders.
- Assist with improving accountability frameworks for international crimes by closely collaborating with Ukrainian authorities and other relevant stakeholders, including providers of the international technical assistance.
- Facilitate communication and resource-sharing between IDLO and Ukrainian government counterparts and other stakeholders.
- Advise on an efficient and robust data collection and management systems tailored to war crime documentation.
- Facilitate and increase the professional capacity of beneficiaries’ and recipients’ staff by recommending and assisting with the introduction of open-source intelligence (OSINT) tools for data collection.
- Enhance accuracy and comprehensiveness of documented war crimes through improved data collection practices and processes.
- Create a comprehensive set of guidelines for open-source data collection that meet international standards.
- Develop practical and actionable recommendations to guide Ukrainian government agencies in OSINT practices.
- Distribute guidelines to stakeholders and include positive feedback on usability and relevance.
- In coordination with other national and international stakeholders, design and execute tailored OSINT training modules that meet the specific needs of Ukrainian government staff and associated agencies.
- Deliver training sessions, with strong participant engagement and knowledge uptake, evidenced by post-training assessments.
- Provide continuous support during the post-training phase and ensure the application of OSINT skills in real-world scenarios.
- Active participation in project reviews and reporting, contributing to the overall success of IDLO initiatives in Ukraine.
- Perform other similar tasks as required as required.
Job Requirements
Education & Work Experience
- Higher education
- Minimum 3 years of significant relevant professional experience
- Languages
- Fluency in English & Ukrainian

Terms & Conditions
For this locally recruited contract IDLO shall offer the selected candidate a Single Engagement Contract through 30 June 2025.
