Duties and Responsibilities

UN Environment Programme (UNEP) is the leading global environmental authority that promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP Climate Finance Unit seeks to unlock and (re)direct public and private capital to sustainable land use, including deforestation-free commodity production. Initially CFU focused on developing and supporting several (blended) finance facilities and business incubators as concrete solutions to unlock private finance for ‘net zero, nature positive’ land use practices. CFU is doing normative work to track public and private finance in the State of Finance for Nature programme and report series. The State of Finance for Nature (SFN) initiative quantifies public and private finance flows to NbS to tackle global challenges of biodiversity loss, land degradation and climate change. The SFN aims to inform public and private actors on progress mobilizing finance to reach key targets to limit global warming, halt biodiversity loss and achieve land degradation neutrality. SFN also tracks finance flows from public and private sources that have a direct negative impact on nature. SFN is expanding to undertake national studies on NbS finance flows and investment needs. Brazil is the first pilot to test how the SFN approach and methodology can be transposed to the country level and how to tailor the analysis to specific policy issues. Data collection and analysis was undertaken in 2023, and a draft report was prepared. Under the supervision of the Head, Climate Finance Unit and working with the SFN Coordinator, the consultant will: • lead a consultation process and engagement with key stakeholders on SFN analysis, findings and policy recommendations to guide the additional research in a policy relevant direction and obtain government buy-in. • update and undertake additional research to further develop the draft State of Finance for Nature in Brazil report. The consultant will report to the Head, Climate Finance Unit, Adaptation and Resilience Branch, Climate Change Division.
