Background
Primary Care International (PCI) is a non-profit organisation focused on improving healthcare access globally. In partnership with the Primary Health Care Institute (PHCI) of Libya’s Ministry of Health, PCI is working to strengthen Libya’s primary healthcare workforce through comprehensive training programmes. This work is part of the ongoing Health Systems Strengthening Project, funded by GIZ, which is currently being extended until the end of June 2025.
As part of this final phase, PCI is seeking a Project Reviewer and Technical Writer to consolidate learning from across the project, working closely with PCI's project team and key stakeholders. This consultancy will involve reviewing project activities, synthesising insights, and producing high-quality written outputs, including a concise technical brief and a structured article framework. The consultant will also lead on preparing a briefing and handover documentation to ensure project continuity beyond the contract end.
Scope of Work
The Project Reviewer and Technical Writer will be responsible for the following tasks:
- Project Review & Analysis: Assess project activities, outputs, and outcomes to identify key learnings, challenges, and successes.
- Stakeholder Engagement: Collaborate with PCI’s technical lead, project team, funders, and delivery partners to gather insights.
- Technical Brief Development: Produce a concise and well-structured technical brief summarising project findings, methodologies, and implications.
- Framework Development: Create structured guidelines and templates for writing an article based on project outputs.
- Project Continuity: Prepare comprehensive handover/ briefing documentation for project continuity, including briefing sessions if required.
- Quality Assurance: Ensure all written materials meet high standards of accuracy, clarity, and relevance.
Deliverables
- A technical brief summarising the project’s findings and implications.
- A framework/template for article development (including briefing docs for project continuity)
- Prepare handover/ briefing documents for project continuity
All outputs must be completed by Monday, 16 June 2025. All invoices must be submitted no later than 30 June 2025.
Skills and Qualifications
Essential:
- Strong background in research, technical writing, or project evaluation.
- Proven ability to analyse complex information and translate it into clear, structured content.
- Experience developing technical briefs, frameworks, and articles.
- Excellent writing, editing, and communication skills.
- Ability to work independently and manage multiple tasks effectively.
- A bank account and address outside of Libya.
Desirable:
- Arabic-speaking.
