Around the world, the number of missing persons is rising – as a result of conflict, climate change, organized crime, migration and other causes.  By some metrics, the world is experiencing the highest number of conflicts since 1946.  Conflict and natural disasters, including wildfires, hurricanes and floods, have fueled migration, which in turn has been accompanied by a surge in human trafficking and slavery.


The International Commission on Missing Persons (ICMP), a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands, is seeking an experienced, dynamic and committed individual to join a highly motivated team working on this global challenge. ICMP’s overall strategy is based on upholding international law and securing the rights of families of the missing to truth, justice and reparations. 


About the Position

The System Network Administrator will provide ICT support to the HQ and country programs, both in person and remotely. This role ensures the effective implementation of the organization's ICT strategic plans, policies, and procedures. The System Network Administrator will maintain ICT infrastructure in ICMP country offices, ensuring an efficient and secure operational environment. Additionally, the role involves providing technical assessments of program-specific ICT requirements and ensuring compliance with global ICT infrastructure and operations standards. The System Network Administrator will also support staff on a global level and actively contribute to the organization's cybersecurity posture.


Key responsibilities


Under the overall guidance and supervision of the Information Technology Manager, the System Network Administrator’s duties and responsibilities will include, but will not necessarily be limited to, the following:

  • Administer and maintain organizational on-premises and cloud-based servers and services based on Microsoft 365/Azure application/service portfolio (Entra AD, Exchange Online, SharePoint Online, Microsoft Teams).
  • Administer, maintain, operate, troubleshoot and monitor system performance and resources of network and cyber security infrastructure, tools and systems such as firewalls, routers, switches, network management systems, ICMP public internet presence, DNS, DHCP, NPS, SIEM, vulnerability management solutions and other related network and security hardware, software and service platforms.
  • Provide ICT support related to approved software, hardware and services to program-based staff and across the organization, both on-site and remotely.
  • Administer program-focused users, computers and services in accordance with global organizational ICT policies and strategy.
  • Install, deploy, maintain and administer program-based ICT infrastructure and services in line with global organizational ICT policies and strategy.
  • Install, deploy and maintain the organization's approved software tools, clients and services in line with global organizational ICT policies and strategy.
  • Assess program specific ICT requirements and assist in developing ICT operational and security plans/infrastructure to achieve program and organization goals.
  • Create training materials for the use of the organization’s IT services and resources.
  • Performing other duties as assigned.

Qualifications

  • University degree in ICT, or related field.
  • Minimum of 4 years as a Network Administrator at mid-level.
  • Minimum of 2 years in IT Support.
  • Previous experience supporting field-based teams.
  • Previous experience working within international organizations is an asset.
  • Certifications in cybersecurity and information security (e.g., CompTIA Security+, CySA+, ISC2 CC) are desirable.
  • Expert knowledge of Windows 10/11 OS/Office 365.
  • Experience in administering Cisco and Fortinet Next Generation Firewall Appliances, Cisco Systems, Linux systems and other related WAN/LAN software and hardware.
  • Experience with and knowledge of Microsoft server environments (including Windows Server, Active Directory, Internet Information Services) and standard Microsoft server services (e.g., DNS, DHCP etc.) is desirable.

Other Requirements

  • Professional fluency in written and spoken English.
  • Demonstrated innovative mindset for the design, implementation and optimization of ICT solutions.
  • Proficiency in providing support using the TeamViewer platform.
  • Proficiency in troubleshooting Windows 10/11 and Microsoft Office software suite.
  • Practical knowledge of enterprise backup & recovery tools (Veeam/c).
  • Thorough knowledge of Microsoft Office 365/Azure platform and applications.
  • Thorough knowledge of VMware hypervisor platform administration and management.
  • Attentional to detail and the ability to work under deadlines.
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender.
  • Willingness to travel to hardship locations and work within limited infrastructure and to work flexible hours including weekends and evenings, when necessary.


Benefits

This position is based in The Hague, The Netherlands. This is a full-time position with a competitive base salary at the TOS 6 level on the ICMP Technical and Operational Support salary scale. Benefits include six weeks of paid leave, and extended health and dental benefits. The position is not eligible for relocation or expatriate benefits.
