Purpose of the Consultancy
The LLF Procurement & Contract Management Analyst will:
Ensure timely procurement approvals by supporting EAs in aligning with IsDB guidelines.
Track and review active contracts, identifying risks and compliance gaps.
Provide support and resolve procurement & contract-related issues in LLF projects.
Strengthen procurement governance through training and technical assistance.
Enhance reporting and oversight of procurement & contract execution.
Key Responsibilities
A. Procurement Oversight & Support to PMUs
Review and verify procurement documents, such as:
Terms of Reference (ToR)
Request for Proposal (RfP)
Prequalification Documents/ Bidding Documents
Request for Quotation (RfQ)
Evaluation Reports
Draft Contracts
Ensure procurement processes comply with IsDB procurement guidelines and LLF operational requirements.
Identify gaps or inconsistencies in procurement files and provide corrective recommendations.
Work with Executing Agencies (EAs) ensuring the quality of procurement documents for timely procurement approvals and avoiding project delays.
Liaise with IsDB RH and HQ procurement teams to resolve escalated procurement challenges.
B. Contract Management & Compliance
Track and monitor all active LLF project contracts in the assigned region.
Identify high-risk contracts and flag potential compliance issues early.
Work with EAs and IsDB country teams to address contract delays and execution challenges.
Ensure contract variations, extensions, and amendments are in compliance with the procurement rules and processed efficiently.
Support project teams in managing contract performance and dispute resolution.
C. Procurement Risk Management & Troubleshooting
Conduct regular procurement risk assessments for LLF projects.
Identify bottlenecks in the procurement process, approvals and contract execution and propose solutions.
Engage with project teams to resolve procurement-related complaints and disputes.
Ensure LLF projects meet disbursement-linked procurement milestones to avoid fund release delays.
Work with LLF Operations Analysts to integrate accurate procurement status updates into overall project reporting.
D. Capacity Building & Knowledge Sharing
Hands-on support for PMUs and project staff to strengthen procurement skills.
Develop guidelines & templates to help EAs navigate IsDB procurement processes more efficiently.
Organize quarterly procurement & contract review meetings with LLF project teams.
Document and share best practices & lessons learned in LLF procurement & contract management.
E. Reporting & Coordination
Prepare and submit monthly procurement status reports to LLF HQ & Regional Hub Head and the RPO.
Maintain a procurement & contract tracking report for all LLF projects in the assigned region.
Ensure LLF-funded projects are compliant with IsDB procurement policies at all stages.
Support documenting procurement success stories and efficiency improvements.
Reporting Lines & Coordination Structure
The LLF Procurement & Contract Management Analyst will be embedded within the IsDB Regional Hub, ensuring close engagement with project teams and executing agencies. The role will have dual reporting lines:
Primary Reporting to: LLFMU (HQ) for strategic oversight and procurement governance.
Secondary Reporting to: Regional Hub Manager (IsDB) and Regional Procurement Officer for day-to-day coordination with country teams and project stakeholders.
The LLF Procurement & Contract Management Analyst will work closely with:
Project Management Units (PMUs) & Executing Agencies (EAs)
LLF Operations Analysts (Regional Hubs)
IsDB RH Teams
IsDB Procurement & Finance Teams
LLFMU
Required Qualifications & Experience
Bachelor’s degree in Engineering, Business, Economics, Project Management, or related field (Master’s degree preferred).
5+ years of experience in public procurement, contract management, and development finance. Experience in multilateral institutions is advantageous.
