Mission and objectives
The UNDP Tunisia Country Office (CO) leads UNDP’s support to Tunisia in the achievement of its national human and sustainable development objectives in alignment with its national Agenda 2030 and the Paris Climate Agreement commitments. UNDP Tunisia works on areas such as 1) inclusive growth and human development; 2) climate action, environment, energy and disaster risk reduction; and 3) support to inclusive political processes, responsive institutions, rule of law, social cohesion, electoral support and empowerment of women and youth. The UNDP Resident Representative (RR) leads and oversees the work of the Country Office, including a total of 140 staff and personnel and a delivery of around $11 million in programmatic support to Tunisia in 2020. The RR also leads UNDP Tunisia’s efforts in cultivating, building, and nurturing strategic relationships and alliances which are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range and number of key constituencies and development partners, that includes the Government of Tunisia, existing and emerging donor countries, multilateral institutions such as the IFIs, the European Union, civil society, the private sector, foundations, academia and think tanks, the wider UN system, as well as global, regional and national media. As a trusted and impartial partner working at the intersection of social, economic and environmental agendas in Tunisia, UNDP plays a central role in supporting Tunisia’s progress towards achieving the Sustainable Development Goals and has supported the Government to develop and revise its Nationally Determined Contributions (NDCs) for climate action.
Context
Tunisia submitted its updated Nationally Determined Contribution (NDC) in 2021, based on climate ambition, social equity, and transparency. The energy sector represents over 60% of greenhouse gas emissions. To meet its climate goals, Tunisia must pay particular attention to the decarbonization of the energy sector by adopting ambitious measures, including improving energy efficiency. The sustainable transition to efficient lighting offers significant potential for energy savings and reduction of greenhouse gases, a measure reflected in Tunisia's NDC objectives and national energy efficiency strategy.
In this context, UNDP supports the National Agency for Energy Management in implementing the project titled "Leapfrogging Tunisia’s lighting market to high efficiency technologies”. The project aims to promote the rapid transformation of the Tunisian market towards high-energy-efficiency lighting technologies. The project is structured around the following components:
- Component 1 – Establishing a regulatory framework, including energy performance standards (MEPS) for lighting products.
- Component 2 – Implementing support measures for the deployment of high-efficiency lighting technologies.
- Component 3 – Strengthening the monitoring, verification, and implementation system for lighting products.
- Component 4 – Environmentally sound management of efficient lighting products.
In this context, UNDP supports the National Agency for Energy Management in implementing the project titled "Leapfrogging Tunisia’s lighting market to high efficiency technologies”. The project aims to promote the rapid transformation of the Tunisian market towards high-energy-efficiency lighting technologies. The project is structured around the following components:
- Component 1 – Establishing a regulatory framework, including energy performance standards (MEPS) for lighting products.
- Component 2 – Implementing support measures for the deployment of high-efficiency lighting technologies.
- Component 3 – Strengthening the monitoring, verification, and implementation system for lighting products.
- Component 4 – Environmentally sound management of efficient lighting products.
Task description
Within the delegated authority and under the supervision of the Project Specialist or his/her designated mandated representative(s), the UNV - Project assistant will:
Provide administrative and operation support on implementation of project.
- Assist in projects financial resources management and efficient procurement and logistical services;
- Supports the elaboration of projects related Terms of Reference and selection process;
- Support to follow-up on project auditing issues;
- Follow-up, on a daily basis, with project partners and donors, to guarantee smooth implementation of administrative and operational activities of the project;
- Elaboration of project revisions on Quantum;
- Undertake other project related platform transactions (Quantum, Unity, etc.), in line with project assistant profile;
- Maintain up-to-date files and records of project documentation;
- Provide logistical support for workshops and other meetings as tasked by the project manager;
- Process project-related travel arrangements;
Support in planning, monitoring and evaluation activities of the project, in articulation with the Project Manager.
- Support the elaboration of project work plans;
- Support the elaboration of project procurement plans;
- Support the organization of project reviews/tripartite meetings;
- Support the timely preparation and submission of progress reports, donor reports, project reviews, financial reports, audit reports and any other required project reports;
- Perform any other tasks assigned by the supervisor.
