BACKGROUND:
The International Rescue Committee (IRC) is one of the world's leading crisis response agencies, providing life-saving assistance and supporting recovery and reconstruction for people affected by war and natural disasters. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home. The IRC was registered in Uganda in mid-1998 and implements rehabilitation activities in the sectors of Child and Youth Protection and development, Health, Economic recovery and Development and women protection and empowerment as well as contributing to the response to the Southern Sudanese Refugee situation. IRC Uganda has a head office in Kampala, field offices in Lamwo, Moroto, Kyaka and West Nile.
Introduction
PlayMatters is a five-year education initiative funded by the LEGO Foundation, aimed at transforming learning for 350,000+ refugee and host-community children in Uganda affected by displacement and trauma. The program leverages Learning through Play (LtP) methodologies to foster holistic learning for children aged 3-12+. Implemented by a consortium led by the International Rescue Committee (IRC), partners include War Child Alliance (WCA), Plan International, and Innovations for Poverty Action (IPA). IRC oversees teacher professional development, policy, advocacy, communication, and overall coordination, while WCH leads research and well-being, Plan International focuses on community engagement, gender, and inclusion, and IPA supports evidence generation to inform policy and research activities.
The International Rescue Committee (IRC), under the PlayMatters project, recently conducted an endline assessment to assess the project performance. Data was collected from 9 districts reaching a sample of 584 clients (Teacher survey-328, Classroom observation-180, KII-61, FGD-15) through both qualitative and quantitative methods. Based on this assessment, IRC now seeks to hire two data analysts (Qualitative and Quantitative data analysts) to support the analysis, interpretation, and documentation of the endline findings.
Purpose of the endline Evaluation
The purpose of the PlayMatters project endline evaluation is to assess the performance of the project and capture project achievements against intended outcomes and document best practices and challenges to inform future similar programming. The evaluation will also ensure accountability towards the donor and key project stakeholders.
Specific objectives of the endline Evaluation
The specific objectives of the evaluation will be to:
- Evaluate to what extent the project delivered effective, efficient, relevancy, Impact and sustainability.
- Assess the impact of integrating Learning through Play (LtP) methodologies in teaching and learning.
- To measure the extent to which specific project indicators are achieved against the baseline values.
- Identify and document key lessons learned, challenges and draw recommendations for future programming
Scope of Work
The Data Analysts will conduct a comprehensive review of secondary project monitoring data and perform in-depth analysis of both quantitative and qualitative data collected during the endline assessment. This will include cleaning, coding, and analyzing datasets to generate key findings, and insights aligned with the project endline objectives. The analysts will also compile a detailed report that clearly presents the results, conclusions, and actionable recommendations.
Additionally, the Analysts will compile lessons learned log highlighting key insights from the endline assessment, develop an endline brief summarizing the main findings, and create a PowerPoint presentation showing the key results and recommendations.
Purpose of the assignment
The purpose of the activity is to conduct a comprehensive qualitative and quantitative PlayMatters endline data analysis to generate insights that will support program evaluation, learning, and decision-making for future programing. The analysis will help generate output on project outcomes and indicators to inform programming. This data will be used as primary information and a benchmark to inform progress. The analysis will include teacher survey data, focus group discussions (FGDs), key informant interviews (KIIs), and other relevant secondary monitoring data.
Specific objectives of the assignment.
- To review and analyze quantitative and qualitative data collected during the PlayMatters endline assessment to generate evidence-based findings that inform project outcomes and impact.
- To produce a comprehensive analytical report that presents key findings, trends, conclusions, and actionable recommendations based on the endline data.
- To compile lessons learned log capturing critical insights, best practices, and challenges identified during the project implementation.
- To develop an endline summary brief and deliver a PowerPoint presentation highlighting the key findings, lessons learned, and recommendations for internal and external stakeholders.
Key responsibilities
Responsibilities of consultant:
- Review and clean cohort 2 endline raw data sets to ensure accuracy and consistency.
- Conduct quantitative endline data analysis using statistical software such as SPSS, Stata, or Excel.
- Perform end-line qualitative data analysis through content analysis, thematic coding, and narrative synthesis.
- Generate descriptive and inferential statistics, including frequency distributions and cross-tabulations.
- Develop data visualization outputs such as charts, graphs, and tables for reporting.
- Provide an in-depth interpretation of findings and recommendations based on the data.
- Collaborate with the project team to validate findings and ensure alignment with project objectives.
- Prepare the endline brief (at most 2pages), Power point presentation and lessons learned log from the endline.
- Prepare a comprehensive endline report summarizing key insights and implications.
Responsibilities of IRC
- Organize an Inception meeting to discuss key deliveries with consultants
- Ensure that the hired analysts have access to all relevant datasets, secondary sources, and project documents required for analysis.
- Work closely with the analysts to ensure data accuracy, consistency, and completeness before and during the analysis process.
- Assess interim findings, reports, and presentations, providing timely feedback to ensure alignment with project objectives.
- Monitor progress to ensure that the analysis and report compilation are completed within the agreed 15-day timeline.
- Manage the contracting process, payments, and any logistical support needed for the analysts to complete the assignment effectively.
Key deliverable
The Qualitative and Quantitative Data Analysts will work closely together to deliver the following:
- Cleaned and structured data sets.
- Analysis reports (Quantitative analysis report with statistical outputs and Qualitative analysis report with thematic insights)
- Data visualization outputs (charts, graphs, tables, etc.).
- Produce the endline brief and Power point presentation
- Final endline report with key findings including lessons learnt and recommendations
- Lessons learned log from the endline report
Required Qualifications and Experience
- Advanced degree in Statistics, Economics, Social Sciences, Monitoring & Evaluation, or a related field.
- Proven experience in qualitative and quantitative data analysis for research or project evaluations.
- Proficiency in statistical analysis software (SPSS, Stata or equivalent).
- Strong experience in qualitative research methods, including thematic coding and content analysis.
- Ability to synthesize large volumes of data into meaningful insights.
- Excellent writing and presentation skills.
- Over 10 Years of work experience on a similar assignment with international organizations.

Duration and time frame.
This assignment, involving data analysis and the compilation of the final endline report expected to start on April 15th, 2025, will be completed within 15 days upon the consultants' contract engagement.
Ethical considerations
The consultant will ensure that all client data and information comply with the IRC ethical standards, including confidentiality and safeguarding.

The proposal should provide a detailed response to the TOR, with a specific focus on addressing the purpose and objectives of the assignment, as well as the proposed approach to the data analysis process.
