Context
The Inter-American Development Bank in Haiti is seeking a financial management consultant to support the Bank's Fiduciary Sector in supervising the portfolio. The main functions of the Bank's fiduciary team are to ensure the effective and efficient use of various funds provided, to design and supervise the financial management aspects of the Bank's operations. As such, the financial management function is an integral part of the development process by helping governments improve their public finance management and control systems, which contributes to the efficiency of public administration.
About this position
Objective
The objective of this consultancy is to provide technical and operational support in the financial supervision of the project portfolio under execution by the IDB Representation in Haiti (CDH/CHA). The consultant will be supervised by the Fiduciary Specialists in Financial Management of Projects (SF-GFP).
What you’ll do
1. Project Design and Execution: Participate in project teams, assess institutional capacity, and propose financial management modalities.
2. Disbursement and Documentation: Review disbursement requests, ensure compliance with standards, and archive documentation properly.
3. Fiduciary Supervision: Conduct financial and institutional inspections, anticipate issues, and propose corrective measures.
4. Portfolio Review and Audit Support: Participate in portfolio reviews, support external audit recruitment, and analyze audit reports.
5. Risk Management: Assist in project risk analysis, monitor fiduciary risk mitigation plans, and update risk management tools.
6. Best Practices and Training: Advise on financial management best practices, design training for clients and staff, and update fiduciary technical notes.
7. Resource Use and Reporting: Assist in resource use, prepare financial reports, and support financial supervision visits.
Perform other tasks related to the administrative supervision of the portfolio.
What you'll need
Core and Technical Competencies:
- Knowledge: Familiarity with generally accepted accounting standards and accounting software.
- Skills: Analytical and synthesis abilities, teamwork capability.
Requirements
Prerequisites:
- Citizenship: You must be a national of Haiti or one of the 48 member countries with a residence permit or legal authorization to work in Haiti.
- Consanguinity: You have no family member (up to the fourth degree of consanguinity and the second degree of affinity, including spouse) works within the IDB group.
- Education: Master's degree or equivalent in accounting and auditing (Certified Public Accountant – CPA, ACCA Level III, CPAH), public finance, business administration, or other related disciplines.
- Experience: At least five years of relevant experience in project financial management, public finance management and control systems such as budgeting, treasury, accounting, and internal and external auditing. Experience in risk management systems and results-based public financial information will be valuable. Knowledge and experience in techniques and methods for evaluating public financial systems are also desired.
- Languages: Proficiency in French and at least one of the three other official languages of the Bank.
