Result of Service

The consultant will support the updating process of the NDC of Senegal by providing technical assistance to identify buildings related targets as well as formulate ambitious , investable, actionable and inclusive measures related to the buildings and construction sector. This will be done in close collaboration with the established working group under the Ministry of Environment and Sustainable Development and under the guidance of UNEP, and the GlobalABC. The consultant will use the GlobalABC NDC guide and will build on the Climate Action Roadmap for Buildings and Construction of Senegal. The final output will consist in a report to be validated by the NDC lead authors including a set of clear recommendations on NDC measures related to the buildings and construction sector to be incorporated in the updated NDC. Under this assignment the consultant will perform the following tasks: - Analyze available baseline material: Review of previous NDC (2020) and buildings related targest, existing national long-term sustainability strategies ( Plan Senegal Emergent), the Climate Action Roadmap for Buildings and Construction of Senegal. - Engagement with NDC working group established under the Ministry of Environment and Sustainable Development. Following the GlobalABC NDC step-by-step guide and building on the information included in the Roadmap, identify data gaps and actions required to translate the targets and actions included in the roadmap into ambitious, investable, actionable and inclusive NDC measures. Develop a workplan aligned with the overall NDC update process , including specific tasks to be performed in relation to setting targets and formulating measures related to buildings and construction. Validate this workplan with the NDC working group. - Provide technical assistance in the calculation of short, medium-term and long-term projections of buildings and construction related emissions, considering a whole life-carbon approach, and their contribution to achieving Senegal’s climate goals. In consultation with local experts, the NDC working group and building on the work performed under the Climate Action Roadmap for Buildings and Construction, draft actionable and investable measures to achieve sectoral targets and national climate goals. The measures should be ambitious, investable, actionable and inclusive and should cover areas such as :Building Energy Codes, Appliances, Building Systems, and Thermal Comfort, Building Performance Labelling and Certification, Building Retrofits, Electrification, Renewable Energy and Grid Integration, Construction Methods and Processes, Materials and Circularity, and Urban Planning for Adaptation and Resilience - Participate in expert meetings of the NDC working group and provide inputs related to buildings and construction. Consult the proposed measures with the experts working group and validate. Ensure that targets and measures are aligned and contribute to overall targets. - Develop a summary report to be shared and validated by the NDC leading authors including a set of clear recommendations on NDC measures related to the buildings and construction sector to be incorporated in the updated NDC.

Duties and Responsibilities

In 2025 countries must submit their new Nationally Determined Contributions (NDCs) to the UNFCCC. Policymakers face a crucial moment to shape the commitments that will set the course for tackling climate change and building resilience in the years ahead up to 2035. How we address the built environment in those NDCs will determine if our buildings are to become an obstacle or an ally to climate action. In this context UNEP and the GlobalABC are providing assistance to countries to raise ambition on buildings related targets in their NDCs. At COP29, the Partnership for Energy Efficiency in Buildings (PEEB) and the Global Alliance for Buildings and Construction (GlobalABC) released a practical guide, NDCs for the Built Environment. The guide is designed to equip policymakers, planners, and practitioners with a comprehensive framework to integrate ambitious climate actions within the buildings and construction sectors of their Nationally Determined Contributions (NDCs). In 2024, UNEP in collaboration with UNOPS and UN Habitat supported the Ministry of Urbanism, Housing and Public Hygiene of Senegal in the development of a Climate Action Roadmap for Buildings and Construction. The roadmap was launched in October 2024, it follows the GlobalABC methodology and sets a pathway to decarbonize and increase resilience of the buildings and construction sector.It emphasizes reducing emissions and improving resilience across the entire life cycle of buildings, and sets ambitious short-, medium-, and long-term targets for decarbonizing the built environment, aligned with the Marrakech Partnership for Global Climate Action. The roadmap is centred around four main cross-cutting objectives: (1) zero embodied carbon; (2) zero operational carbon; (3) adaptation; and (4) well-being and inclusion. In this context UNEP and the GlobalABC are providing assistance to Senegal to raise ambition on buildings related targets in their NDCs using the GlobalABC NDC guide and building on the targets and actions identified as priorities in the Climate Action Roadmap for buildings and construction. A senior consultant with a background on sustainable building policies is needed to perform tasks of a technical, organizational and analytical nature, as part of the Cities Unit of the Mitigation Branch, Climate Change Division at the United Nations Environment Programme (UNEP). Specifically, the consultant will provide technical assistance to the Ministry of Environment and Sustainable Development of Senegal to incorporate buildings related targets and measures in the updated NDCs. The consultant needs to be based in Senegal but can work remotely.

Qualifications/special skills

The consultant should have Postgraduate/Graduate qualifications in disciplines related to civil engineering, passive buildings design, energy efficiency, thermal comfort performance, building materials, environment planning etc. A minimum of ten years professional experience in the industry in relevant field of work, preferably with at least 8 years of multi-functional experience with a focus on drafting green building policies, buildings energy efficiency, passive design energy, cities, embodied carbon, building LCA, and good understanding of related Government policies and processes. Familiar with NDC formulation processes. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English and French is required
