Habitat for Humanity International is looking for Technical Project Lead (internally known as Senior Technical Project Specialist) who will be responsible for supervising the organization’s construction and housing development efforts in Ukraine, overseeing the technical planning, execution, and quality assurance of all housing and infrastructure projects. Reporting to the Program Manager, the role will ensure that construction and rehabilitation activities are designed and implemented in line with local regulations, international best practices, and HFHI’s standards for quality, safety, and sustainability.

This position based in Kyiv, Ukraine and requires 30% of travel.

The actual salary offered for this role will be based on a variety of factors, including internal equity and the candidate’s qualifications and professional experience. HFHI offers a competitive, comprehensive benefits package.
The monthly gross pay starts at 88 280 UA gross / month (based on previous experience + benefits).

WHAT WOULD BE YOUR RESPONSIBILITIES?

Collaborating closely with our local partners, contractors, engineers and government authorities to ensure compliance with local building codes, donor regulations, and HFHI’s mission to provide affordable, resilient housing solutions for vulnerable populations, including internally displaced persons (IDPs), your tasks will be:

Technical Supervision and Coordination

  • Ensure partner projects meet organizational standards for quality, safety, and sustainability.
  • Conduct regular site inspections to verify quality and compliance.

Quality Assurance and Compliance

  • Monitor and evaluate partners’ construction work to ensure adherence to local building codes, environmental standards, and HFHI’s technical guidelines.
  • Ensure that projects meet international humanitarian construction standards (e.g., Sphere standards) and environmental sustainability requirements.
  • Review and provide feedback on partner designs and plans to ensure adherence to best practices and local/international standards.

Stakeholder Coordination and Engagement

  • Liaise with local authorities, technical experts, and donors. Represent the organization in relevant forums.

Risk Management and Safety

  • Advise partners on risk mitigation and ensure adherence to health, safety, and environmental standards.

Capacity Building and Training:

  • Provide technical training to partners and contractors on best practices and sustainable methods.

Reporting and Documentation:

  • Prepare technical reports, maintain project records, and provide feedback on partner progress.

WHAT DO WE REQUIRE?

  • Minimum Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related field
  • Minimum of 5 years of experience in construction project management, housing development, or infrastructure projects, ideally in a humanitarian or development context.
  • Fluency in Ukrainian and English is required.
  • Proven experience in overseeing construction and rehabilitation projects, including planning, budgeting, and managing teams of engineers and contractors.
  • Strong background in housing rehabilitation, energy-efficient construction, and urban resilience programs.
  • Experience working with local authorities, government agencies, and donor-funded projects.
  • Familiarity with donor-funded housing projects and compliance requirements
