Mission and objectives
IOM works in partnership with the Moldovan government, international intergovernmental organizations as well as local NGOs on all aspects of migration, including developing capacities to manage migration flows, developing international cooperation, leveraging migration for development, better protecting the migrants’ rights, providing guidance on migration legislation, improving migration management and border management and combating trafficking in human beings.
Context
The IOM Mission in the Republic of Moldova opened in 2001. Moldova became a member State of the organization in 2003.
The cooperation over these years has focused on:
• Migration and Development
• Prevention and Protection from Trafficking
• Migration Management
• Facilitated Migration.
Recently, in the framework of the Ukraine Crisis Response, IOM Moldova provides humanitarian support to the needs of Ukrainian refugees, third-country nationals, host communities, through direct assistance and other support to Moldovan authorities, local civil society organizations and the private sector.
Furthermore, IOM Moldova is responsible for providing the EU Border Assistance Mission to Moldova and Ukraine (EUBAM) with administrative and logistical support. and implementing the United States Refugee Admissions Program (USRAP).
The International Organization for Migration (IOM), as the leading intergovernmental organization in the field of migration, is increasingly called by Member States including the Republic of Moldova, to leverage the positive impact of migration on countries’ development through improved policy evidence and better engaged diaspora.
The IOM Moldova strives to develop its Migration and Development (M&D) Programming in close collaboration with its partners, in order to effectively valorise the links between migration and development. This contributes to harnessing the development potential and maximizing the positive impact of migration from Moldova. The linkage between migration and poverty reduction/ economic development is characterized through three factors – recruitment, remittances, and return. If properly managed, migration can contribute to the development of the country, as well as benefit migrants themselves.
IOM activities include strengthening the capacity of the government and other stakeholders to effectively involve the Moldovan migrant populations in development processes in their country of origin. These activities aim at fostering economic and community development, in areas where there is a high level of emigration, valorising the skills of qualified nationals. IOM engagement works to assist returning migrants and their families, diaspora communities/associations, as well as children and elderly left behind due to migration. IOM also supports Moldovan migrants entrepreneurs who are attempting to start or improve their business in Moldova.
IOM Moldova’s vision prioritizes the need to leverage the positive impact of migration on Moldova’s socio-economic development through strengthening the capacities of relevant public authorities for ensuring an effective country’s diaspora engagement policy design and management, and through designing and implementing of innovative instruments for better engagement of the diaspora in the country’s development as well as harnessing other benefits of migration for the country’s growth.

Task description
The incumbent will be responsible for providing programmatic support and quality backstopping in implementing the migration and development activities by providing grounded advice and action (and otherwise as required) in the planning, preparing, organizing, coordinating, implementing and following up on activities related to: i) development of institutional, coordination, policy and legal/regulatory amendments, programmes, tools and services for an efficient diaspora engagement; ii) fostering financial inclusion of migrant workers and their families, to contribute to sustainable livelihoods and development throughout the migration continuum; iii) reviewing and amending the national methodology for disaster risk management and conceptualize a national multi-disciplinary approach/mechanism to disaster management; iv) supporting research studies – diaspora mapping and comprehensive sociological analysis in Moldova for profiling circular and returning migrants, foreign immigrants, children left behind; iv) valorizing diaspora resources for social cohesion and climate change action through blended finance mechanisms.
Under the direct supervision of the Migration and Development Program Coordinator, Migration Governance Unit , the UN Volunteer will undertake the following tasks:
1. Implement programatic activities by: i) drafting ToRs for the contracts with commissioned external consultants/service providers, ii) monitor timely and qualitative execution of contracts; iii) oversee organization of meetings, press-conferences, trainings, round tables, workshops, working groups sessions, information campaigns etc.
2. Coordinate and support the work of international and local experts/trainers by: i) plan, organise and report on field visits, research and liaison with the partner officials, ii) preparing the respective agendas and participating in the meetings, iii) verifying the quality of results of the assignments, including the presentations/publications.
3. Oversee and ensure quality control of support work by Migration and Development Programme assistants as regards timely and high-quality execution of procurement and payments, events' logistics (booking of tickets, premises and equipment, work of interpreters, publishing/media companies/interpreters etc.), drafting of minutes, notes for the file, Memoranda of Understanding, contracts, expert ToRs, agreements and other related documentation.
4. Plan, organise and ensure the reporting following seminars, trainings, press conferences and other events on issues related to migration and development, labour migration, remittances and migration management in Moldova.
5. Support the functioning of the respective Projects Steering Committees, comprising relevant project partners (Donor, national authorities and international agencies).
6. Undertake duty travel relating to projects visibility, liaison with counterparts and new programme development, as required.
7. Support the efforts for private sector engagement, as a cross-unit Mission-level function.
8. Draft concept notes, presentations, reports, other documents, in collaboration with colleagues and peers.
