Project Context and Scope

 

The International Organization for Migration (IOM) is an intergovernmental organization that aims to advance understanding of migration issues, encourage social and economic development through its programmes, uphold the human dignity and well-being of migrants to deliver the promise of migration towards the achievement of the Sustainable Development Goals and the Global Compact for Safe, Orderly, and Regular Migration (GCM). 

 

To achieve these global goals and in line with the vision of the government of Ghana for migration management, the IOM is implementing the project ‘A Ghanaian-European Safe and Prosperous People’s mobility project on migration governance (ATUU Project)'. The action is part of the EU Commission implementing decision on the financing of the 2022 Annual Action Plan in favour of the Republic of Ghana based on the Joint Programming with Ghana, 2021- 2027. Outcome 2 of the ATUU action (‘’Enhanced benefits of migration and mobility for the development of Ghana’’) is implemented by GIZ through the project ‘’Jobs, Migration and Development’’. Both components will contribute to strengthening Ghanaian capacities for the orderly, human rights-based, and mutually beneficial migration and mobility of people from and to Ghana (overall objective impact). 

 

The action capitalizes on the results achieved by the project EU-UN Building Migration Partnerships project, specifically concerning the support provided to the Ministry of Interior for the establishment of the National Coordination Mechanism for Migration (NCM) and the development of the National Implementation Plan (NIP) for the GCM under the lead of the Migration Unit. The project interventions will complement the project ‘’Migrant Protection, Return, and Reintegration Program for Sub-Saharan Africa’’, notably concerning the development of a National Referral Mechanism on protection, return, and reintegration.  

 

The actions proposed along three key outputs will contribute to improving migration governance in Ghana. This will be achieved by establishing policy dialogue and coordination mechanisms on migration with a whole-of-government approach, by improving the quality of data and information sharing on migration in Ghana, and by enhancing the capacity of the stakeholders to provide protection and social assistance to vulnerable migrants at the national and local level. 

 

To enhance migration management following a multi-level governance approach, the Project Technical Committee, co-chaired by IOM and the Ministry of the Interior, aims to conduct an assessment of the local migration governance in Ghana under the project's outcome area 1, under output 1.1: related to improving the institutional framework, policy dialogue, and operational preparedness to manage migration and displacement. This output aims to support the government in its ongoing efforts to improve its approach to migration governance, strengthening the whole-of-government approach to policy making, particularly generating solutions to better coordinate human mobility and forced displacement at the local level, while enhancing local authorities’ capacity for the benefit of migration management. This includes reviewing the local government structure in Ghana, MMDAs development plans and processes, and identifying key actors and coordination platforms to support local migration governance.

Responsibilities

Tasks to be performed under this contract

In consultation with the Project Technical Committee (PTC), carry out an assessment of migration governance at four metropolitan, municipal, and district assemblies (MMDAs). The assessment will address the situation of migration management at the local level, identifying opportunities and challenges for migration governance at the level.  

Conduct a mapping of stakeholders with a static review of the institutional and policy framework for migration governance at the local level to inform the mainstreaming of migration into development plans. 

Carry out a review of information management systems in place at the local level, to orient the implementation of activities under the project related to the development of a comprehensive migration data management system in Ghana. 

Carry out detailed analysis and findings in relation to the situation of migration and the mapping of stakeholders and institutional and policy frameworks at the local level with recommendations on improving policy coherence and alignment as well as promoting institutional coordination between local and national level actors. 

 
Performance indicators for the evaluation of results

A. Develop an inception report that includes the literature reviews, methodology, detailed workplan, and review of local, national, regional, and global migration governance.

B. Snapshot of migration situation analysis at the local level, drawing from existing research and documents, identifying stakeholders as well as the legal and policy framework.

C. Submit a draft report on mapping stakeholders, institutional and policy frameworks for local migration governance. The report should inform the integration of migration into development plans, covering data management systems and existing coordinating platforms at the local level. 

D. Participate in meetings with stakeholders to validate the draft report. 

E.Final consultancy report with detailed recommendations on improving policy coherence and alignment as well as promoting institutional coordination between local and national level actors. 

F. A policy brief on migration governance at the local level with recommendation to inform engagement with stakeholders 

 

Qualifications

Education
  • A university degree in Geography, development studies, local governance studies, and public administration studies.  
Experience

A minimum of six years of experience in migration management, local governance, or both within the West and Central Africa region. 

Experiences in working with Ghanaian government actors  

Skills

Ability to conduct research, interpret information, identify and analyse problems, and propose solutions; 

Strong communication and negotiation capacities

Languages

Fluency in English and any local language is preferred 

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
