Job Description

Project Context and Scope
 
The International Organization for Migration (IOM) is implementing the project “Enhance migration governance through evidence-based programming and strengthening capacities of authorities in Kosovo[1]” funded by The Swiss Confederation/State Secretariat for Migration (SEM). The overall objective of this project is to contribute to enhancing migration governance through an evidence-based and holistic approach and maximize migration potential to achieve sustainable development outcomes in Kosovo. In particular, the project will strengthen the capacities of authorities in Kosovo to enhance migration management by further developing skills, knowledge and processes of relevant institutions, expanding migrant admission capacities, providing technical and logistical support, enhancing data collection in various areas, increasing awareness of people from Kosovo to prevent irregular migration, and increasing engagement with the diaspora.
 
In the framework of further consolidating the migration governance, the Government has taken a decision on 14 September 2022 on establishment of the Government Authority on Migration (GAM), as a two-layer advisory mechanism in the field of migration. Department for Citizenship, Asylum and Migration is mandated for chairing GAM as serves as its Secretariat. GAM develops and produces several policy and data analysis and recommendations for decision-makers, while it lack a clear communication and information strategy aimed at increasing its visibility. On the other hand, GAM thematic group on internal migration is in the process of consolidating the internal migration system, including legal frameworks as well as institutional restructuring.
 
To this end, in the framework of the support provided to the Government Authority for Migration under the ‘Enhance migration governance through evidence-based programming and strengthening capacities of authorities in Kosovo’ project, IOM seeks to engage a qualified consultant to provide expertise in increasing visibility and promote the work of GAM, as well as capacitate the institutional framework and capacities of the Division On Residence within the Civil Registration Agency leading the thematic group on internal migration. 
 
The expert’s first objective is to provide technical assistance to the Civil Registration Agency to enhance its capacity for internal migration management. This includes strengthening the newly established residence unit, supporting institutional development and capacity building of the newly appointed staff. Additionally, the expert will help draft policy papers on this topic.
 
The expert’s second objective will be to support GAM in increasing its visibility and promote its work and products such as policy documents, data analysis, etc. It requires a clear communication and information strategy. In this respect, the expert Provide strategic guidance for GAM in increasing its visibility and developing a communication and information strategy. In addition, the expert will provide expertise in enhancing capacities of GAM on data and policy analysis, in addition to supporting and advising GAM in terms of participation into international and regional organizations and initiatives.

Responsibilities

Tasks to be performed under this contract
 
  • Support capacity and institutional building for the newly proposed organization unit on Residence within the CRA. 
  • Provide strategic guidance for harmonizing the residence registration system across various institutions at central and local level.
  • Interagency cooperation between CRA and KAS to ensure adequate reporting system to Eurostat.   
  • Support the GAM and its Secretariat in preparing migration related analytical and statistical reports, including annual migration profile. 
  • Provide strategic guidance for GAM in increasing its visibility and developing a communication and information strategy, including conducting capacity building activities.
  • Provide advise to GAM in the area of international cooperation and participation.

Qualifications

Education
  • Advanced university degree, in law, international law, migration studies, political or social sciences, economy, public administration or related fields.
Experience
  • Proven knowledge and experience in migration. 
  • Over 10 years of professional experience in migration governance, EU integration, and policy development.
  • Proven experience in developing communication and information strategies and related documents.
  • Proven expertise in stakeholder engagement, data analysis, and regional cooperation.
  • Demonstrated ability to draft legislation and operational frameworks in line with EU and international standards.
  • Strong knowledge of residency registration systems and inter-institutional coordination.
  • Experience working with international organizations, particularly IOM or similar UN agencies, is an asset.
  • Knowledge of data analysis and development of policy documents based on evidence.
Skills
  • Excellent communication and negotiation skills.
  • Advanced analytical skills.
Languages
  • Proficiency in English, Albanian and/or Serbian languages, both written and spoken.
  • Knowledge of additional languages will be considered an advantage.
