Background of the project

CONTEXT

The Libya INGO Forum (LIF) is an independent network of 30 humanitarian, development, and peacebuilding organizations who respond to the various needs of Libyan communities through direct implementation. It exists to promote the voice of international non-governmental organizations (INGOs) in the Libya response. The forum aims at bringing together INGOs working in Libya to address key issues of common interest and to improve the coherence and effectiveness of the assistance provided.

The purpose of localization pilot initiative is to build organizational and individual capacity for NNGO and/or CSO partners and LIF members by establishing a core trainer’s team, who are able to support organizational capacity development, by delivering a series of tailored training of trainers course, and by the provision of one-on-one technical support through mentorship

Scope of work

LIF is looking for a consultant (or a team of consultants/organization/company) to design and conduct training of trainer for International and National civil society organizations in Libya.

1.The overall purpose of the consultancy is to develop the organizational and Individual capacity of a small group of CSOs And INGO’s between 20 to 22 participants by Training of Trainers.

The specific objectives of the consultancy are:

  1.  contextualized practical training curriculum,
  2. Tailored training sessions,
  3. Tailored mentoring sessions.

Deliverables AND TIMELINE

All deliverables must be in Arabic. In close consultation with LIF’s Localization Coordinator, and other key stakeholders:

  • Design and Prepare A training & Mentorship Action Plan
  • Based on already available curriculum (HRM, FM, Governance, PCM), preparation and design:

oa contextualized training of trainer’s manual,

otraining outline/agenda,

oPower Point presentations,

ohandouts or/and simplified templets/forms,

oworkshop exercises,

otools/resources, and

oonline resources/links.

oThe training should include tips and suggestions for how Participations can implement and/or incorporate the training materials into their own trainings and centers.

oMentorship session per each CSO/INGO pre/while delivering its training.

  • Prepare a training delivery methodology and schedule with full itinerary of the activities/duties.
  • Deliver the training programme for participants as per the plan that will be scheduled in close consultation with the Localization Coordinator.
  • ·Conduct pre-training and post-training evaluations of the training and include the results in the various reports.
  • Conduct mentoring/coaching session with each CSO/INGO as per the plan.
  • Conduct on-going monitoring and evaluation of the training to ensure that the focus, strategies, and activities remain relevant for the selected CSOs/INGOs and to propose adjustments when needed throughout the training cycle.
  • Prepare and Submit Inception report of 1-3 pages Monthly ( May/June), and English final report at the end of the training regarding the delivery of the training program;
  • ·The training service provider will maintain proper documentation process of the training and assess evaluation and quality of the training through standard template. In addition, the contracted training service provider will share training related data to LIF/IRC data monitoring system on completion and achievement of training deliverables.
  • ·Support each CSO/INGO in setting goals, Agendas, Presentations for their trainings and mentorship.
  • ·The training Program agenda needs to accommodate the CSO/INGO Timeline and consultant needs to be flexible.

A.Location(s)

The training sessions and the follow up visits/mentoring will take place in Libya (East, West, and South) where the selected CSOs are located. Training sessions may occur online if deemed necessary by the Localization Coordinator to ensure sufficient participation.

Payment Rate and Schedule:

  • 100% paid after submission of first draft Development of training curriculum and Annexes Module and completion of the first draft of the final report.

Requirements:

  • The lead of the training team should have a degree in social sciences or related fields of study.
  • Relevant work experience, especially in delivering training within the NGOs environment in Libya, experiences on Non-profit management.
  • Proven experience in training trainer’s design and delivering training in Project cycle management, Finance management, Governance and Human Resource management, Organizational management, External Relations.
  • Experience In providing Mentorship sessions, with proven experience, in Both English and Arabic Language.
  • Experience in dealing with the issues of basic HR procedures, understanding and skills about safe-programming principles and procedures.
  • A consultancy that could provide evidence about their previous work experiences in relation to this assignment.
  • Solid understanding of local contexts in Libya and ability to ensure application of in a conflict sensitive approach that is informed by the fluctuating political and communal dynamics in Libya.
  • A minimum of 5- 8 years of work experience in developing training guidelines or manuals with and for civil society in Libya; as well as conducting trainings.
  • Proven capacity to develop practical training guidelines and material, experience in documentation, reporting and evaluation of training programs;
  • Experience with NGOs/CSOs , INGO in Libya (national and international).
  • Strong mentoring and reporting skills.
  • Able to access all areas in Libya. (Libyan National ONLY)
  • Native Arabic speaker, and excellent English skills.

Criteria:

Applicants will be evaluated against the following criteria:

  • Professional competencies, expertise and qualification for the tasks described above (technical proposal including timeline per phase) (40%),
  • Previous experience (30%),
  • Technical quality of submitted work samples (10%),
  • Financial offer (20%).
