Through the Competitiveness, Technology and Innovation (CTI) Division of the Productivity, Trade and Innovation Sector (PTI), provides funding, technical assistance and knowledge products to support governments in key action areas such as firm-level innovation, entrepreneurship ecosystems, digital transformation, social innovation, green innovation, productive development, and the creative economy. The strategic objectives of the division are: to increase the investment of the private sector in innovation and technological development; promote innovative entrepreneurship and the creation of new companies; boost the productivity of companies and their capabilities to enable them to form networks and compete in international markets; create and strengthen the capacity of its institutions and the environment for innovation and productive development.

About this position

Our division is looking for a dynamic professional with strong technical knowledge, management capacity, leadership, critical thinking, and extensive experience in promoting firms’ development, competitiveness and innovation in Latin America and the Caribbean (LAC). Our goal is to improve the competitiveness of firms and enhance productivity in the LAC region through the application of innovative technologies.

The general objective of this consultancy is to contribute to the operational and research program of the CTI Division in topics related to innovation, entrepreneurship, and the creative economy.

What you’ll do

  • Support the design, approval, and execution process of operational products (technical cooperation and loan) by preparing background material, monitoring activities, and following up on technical dialogue with counterparts.
  • Support the research agenda of the Division with an special focus on creative economy by performing data collection and analysis, literature reviews, writing of academic material (e.g. book chapters, working papers, policy briefs and technical notes), as well as preparation of other inputs (e.g. blog posts, power points…), as required.
  • Design calls for proposals and coordinates consultants responsible for producing research papers, studies, and policy documents, as required.
  • Design, deliver and/or facilitate capacity-building seminars for policymakers and practitioners within the areas of expertise of the Division.
  • Organize and/or participate in discussions with expert groups and dissemination meetings such as workshops, conferences, or seminars organized by the Division.

What you'll need

•    Education: Master's degree in Economics, Public Policy, Public Administration, Political Economy, Engineering, Business Administration or other fields relevant for this position. A Ph.D. degree is preferred

 •    Experience: at least 5 years of experience working on related topics. Experience in applied econometric methodologies and working knowledge of econometric packages preferred. Experience in multilateral fund organizations would be a plus.

•    Languages: proficiency in Spanish and English, spoken and written, is required. 

  • Area of Expertise: Knowledge and understanding of the creative economy,  the business and competitiveness climate, including strategies and governance structures in the Latin American region. Quantitative and qualitative capacity of research.
  • Skills: The position requires an individual with proven analytical and research experience and knowledge of the private sector and quality and standards-related issues.
  • Core and Technical Competencies: The candidate must have highly developed communication skills, including the preparation of high-quality reports. Ability to work under pressure and meet tight deadlines without compromising the quality of outputs; as well as the ability to maintain confidentiality and use discretion when dealing with sensitive intellectual property issues. Cultural awareness and sensitivity to country specific issues is also important.
