THE FISCAL POLICY AND SUSTAINABLE GROWTH UNIT
The Fiscal Policy & Sustainable Growth Unit (FPSG) in the Economic Policy Department of the World Bank assists internal and external clients in developing strategies and balancing risks and trade-offs in their public expenditures and domestic resource mobilization efforts in order to advance the World Bank’s twin goals of ending extreme poverty and boosting shared prosperity.
THE PLATFORM FOR COLLABORATION ON TAX (PCT)
The PCT was established in 2016 as a collaboration mechanism between WB, IMF, OECD, and the UN on tax issues. The Platform for Collaboration on Tax Secretariat is hosted by the World Bank. The PCT’s mission is to support countries’ efforts to improve revenue mobilization by leveraging the expertise and experience of the four Partner Organizations, each with their own mandate and policies. The PCT also enables dialogue and information exchange on revenue mobilization between the Partners and promotes broad stakeholder engagement. This effort comes at a time of great momentum around international discussions on tax issues and the heightened attention to the importance of taxation and development notably Domestic Resource Mobilization. The work of the PCT is particularly focused on the following aspects of the tax and development agenda: Taxation and the Sustainable Development Goals, International Taxation, Tax Incentives, Medium-Term Revenue Strategy (MTRS), and Environmental Taxation.
The PCT Partners’ joint work is often driven by sub-groups composed on Partners’ technical experts on important thematic areas such as tax incentives, environmental taxation, and MTRS. The PCT Partners have also recently launched a new work stream on measuring and monitoring results in DRM.
The FPSG Unit is the home of the Platform Secretariat, which supports all aspects of the Platform’s activities. The Secretariat is led by a Senior Economist who is the Task Team Leader and is staffed by a DRM Specialist and a Knowledge Management & Communications Specialist. This small but effective Secretariat team supports coordination and collaboration of the Partners. The Secretariat team prepares the agendas and minutes of the bi-monthly meetings of the Partners’ Technical Expert Working Group, working meetings of the thematic sub-groups, all meetings of the PCT Principals and the PCT Partnership Council.
The PCT Secretariat is looking for a dynamic tax expert to join the Secretariat team as the DRM Specialist.
Duties and Responsibilities
The selected candidate will be based in the World Bank’s Washington DC office, working under the supervision of the Practice Manager for the FPSG unit. He/She will work with the PCT Secretariat’s Task Team Leader and the PCT Knowledge Management Specialist in support of the day-to-day Secretariat work of the PCT, including, support to the above mentioned PCT work streams.
• Actively support the PCT Partners in development and implementation of the PCT workplan including monitoring and review of the progress.
• Support PCT Partners in collecting, collating, and distilling lessons on PCT Partners activities on DRM.
• Lead the production of annual reports, notes, briefs, background notes on the PCT and tax issues, as needed.
• Support agenda preparation, background meeting documents and minutes of core PCT meetings such as Partnership Council, Principals Meetings, and any other high-level strategic meetings of the PCT which in turn inform the PCT work program and its strategic goals.
• Support the bi-monthly Technical Working Group meetings agenda preparation and minutes-taking as part of the work program execution of the Secretariat.
• Support the PCT DRM agenda focused on the following work streams i. tax incentives; ii. Update of the MTRS approach, iii. environmental taxation, iv.
Results monitoring and reporting in DRM. Under these workstreams, actively support and contribute to the development of the PCT products and deliverables, such as reports and analytical pieces. Activities to be supported include:
a) Prepare background information as needed
b) Collect, review and consolidate PCT Partners technical inputs as well as inputs from external stakeholders (e.g. Tax incentives public consultations)
c) Liaise with the technical teams of partner organizations;
d) Synthesize and produce materials on these work stream topics as requested by PCT Partners.
• When needed, support update of tax database, and other website resource pages which are managed by the PCT Knowledge Management specialist.
• Working with the PCT KM specialist, support PCT Partners in the implementation of agreed outreach activities (workshops, training, learning materials, etc.), including: i) prepare and reviewing proposals; ii) liaise with the technical teams of Partner organizations; and iii) conduct workshops and draft workshop summary/report as requested by PCT Partners.
