Organizational Setting and Reporting Relationship

The position of Senior Procurement Specialist is assigned to the Procurement Division (PFP) within the Procurement, Portfolio, and Financial Management Department (PPFD). You will be based at our Headquarters in Manila, Philippines.

You will report to Director, PFP and will oversee junior team members.

Your Role

As a Procurement Specialist, you will complete a variety of tasks, covering all or a combination of the following responsibilities: (i) provide assistance, technical guidance and capacity development to ensure compliance with ADB's procurement (goods, works, and consulting services) procedures; (ii) support improvements in the implementation performance of ADB portfolio of loans, grants, and technical assistance (TA) including procurement under Public Private Partnership (PPP); (iii) advise on the use of FIDIC (Federation Internationale des Ingenieurs-Conseil) suite of contracts, performance-based contracting, and design-build-operate type arrangements; (iv) conduct project procurement due diligence, strategic procurement planning and recommend procurement and contract implementation arrangements fit-for-purpose and delivering value-for-money; and (v) work with sector divisions to provide tailored procurement advice in any of the following sectors: public sector management, energy, transport, water and urban development, agriculture, food and natural resources, education, health and social protection, digital infrastructure development.

You will:

  • Perform country, sector and/or project level procurement risk assessments and develop risk mitigation plans, including policy and regulatory recommendations, to address identified risks.
  • Conduct strategic procurement planning for investment projects.
  • Review borrowers' procurement actions and submissions for engaging consultants under ADB loans. Provide technical advice following ADB procurement procedures.
  • Advise on the use of the International Federation of Consulting Engineers (FIDIC) suite of contracts and reviews of bidding documents incorporating such contract formats. Review performance-based contracting and design-build-operate type procurement arrangements.
  • Participate and provide analytical support in the design, processing, administration, and evaluation of loan and technical assistance (TA) projects with emphasis on procurement and contract management. Support and work with PPFD, sector divisions, and developing member countries in developing, refining, and monitoring country, sector, and project performance indicators to promote project quality and to improve portfolio performance.
  • As a member of ADB project teams, lead on procurement design and implementation during processing and administration missions and provide quality input in the relevant project and Board documents.
  • Process and administer TA projects associated with procurement, project administration and country procurement systems. Provide technical advice for developing project processing and administration systems.
  • Create procurement policy and procedures, and project administration instructions. Coordinate the harmonization of procurement policy with other development agencies. Perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines, including PPP.
  • Contribute to the digital transformation of procurement internally (ADB internal procurement systems) and externally -- supporting ADB member countries in assessment, development, deployment and enhancements of e-procurement systems.
  • Deliver tailored training to ADB and executing agency staff to develop skills in procurement, consulting services and project administration following ADB policies and guidelines.
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance. Ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

  • University degree in in Business Administration, Economics, Engineering, Public Procurement, Public Policy, Law or other related fields; preferably at post-graduate level or its equivalent.
  • At least 6 years' relevant experience in procurement, project management or other related area.
  • Work experience in infrastructure (transport, energy, water sectors) projects is an advantage.
  • International experience working in several countries.
  • Excellent verbal and written communication skills in English.
  • Familiarity with ADB's/MDB's current procurement and consulting services policies and procedures is preferred.
  • Demonstrated experience leading projects and conducting knowledge sharing sessions.
