Organizational Setting and Reporting Relationship
The position of Senior Operations Assistant is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (SG-AFNR) within Sectors Department 2 (SD2). SD2 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. SD2, which is comprised of the Agriculture, Food, Nature, and Rural Development Sector Office, the Water and Urban Development Sector Office, and the Digital Sector Office: delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with ADB's developing member countries (DMCs); and ensures ADB's technical leadership internally and externally.
SG-AFNR leads policy development and dialogue; project and technical assistance (TA) processing, quality assurance and administration; knowledge management; and analytical work in the Agriculture, Food, Nature, and Rural Development sector. You will be based at ADB Headquarters in Manila, Philippines.
You will report to the designated International Staff and Officer.
Your Role
As a Senior Operations Assistant, you will provide administrative and operational support to SG-AFNR tasks and deliverables. You will also support various operational activities including statistical and analytical requirements for project/TA processing and administration.
You will:
- Ensure that all correspondence and documents for supervisor are prepared in compliance with ADB's standards. Independently compose and send out routine letters. Draft more complex correspondence for signature of supervisor.
- Ensure the effective coordination of supervisor's schedule and arrange appointments, meetings, business travel and accommodation as specified by the supervisor and in accordance with ADB procedures.
- Track the flow of documents with the use of database for effective monitoring to meet deadlines.
- Assist junior administrative staff in the application/interpretation of work area procedures, guidelines and formats, as needed.
- Assist International/RM Staff in processing projects and TAs, specifically preparing Board documents (project concept notes, reports and recommendation of the president and annexes and supplementary documents, technical assistance reports, project and technical assistance completion reports), and ensure that the documents are in accordance with the latest ADB templates and Handbook of Style and Usage.
- Assist in preparation of project / TA completion reports.
- Collect, compile and analyze relevant information and data related to the supervisors' work to produce routine and/or ad hoc statistics/reports, as instructed.
- Facilitate knowledge management activities. Create and maintain a calendar of the team's knowledge management activities.
- Coordinate various activities such as meetings and other planned events under the supervisor's guidance.
- Perform other duties as may be assigned and reflected in the incumbent's workplan.
Qualifications
You will need:
- Bachelor's degree in finance, business administration, public administration, or other fields combined with relevant experience.
- At least 5 years relevant professional experience, preferably in multilateral organizations.
- Advanced computer skills with sound knowledge of common word-processing, spreadsheets and familiarity with computer system used generally in ADB and similar multilateral organizations, and proficiency with computer-based applications.
- Good interpersonal and cross-cultural skills with ability to liaise and work effectively with individuals from different professional and cultural background.
- Sound understanding of ADB, and similar multilateral development banks procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
- Excellent oral and written communication skills in English

Additional Information
Staff on probation are not eligible to apply. Applicants for promotion must have served at their position for at least one year and must have normally served at their personal level for at least two years immediately preceding the date of the vacancy closing date. Applicants for lateral transfer must have served at their position and personal level for at least one year immediately preceding the date of the vacancy closing date (reference A.O. 2.03, paragraphs 5.8 and 5.9).
This is a fixed term appointment with option to renew for an initial period of 3years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
For staff on fixed term appointment: (a) the current fixed term appointment will be terminated before the effective date of the new fixed term appointment; and (b) a decision on their fixed term appointment will be made at the end of the new fixed-term.
Staff who are currently under regular appointments but will transition to this position will retain their regular appointment status.
All eligibility rules for housing loan and mortgage interest subsidy shall apply to staff on fixed term appointment.
Any approved housing loan or mortgage interest subsidy prior to the change to fixed term appointment will continue during staff's new appointment under the same terms and conditions, as applicable. The outstanding housing loan will be due and payable at the end of employment. All the other eligibility rules apply.
If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.
For internal candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years. Also, if the staff selected has a regular appointment, staff will retain the regular appointment and their selection will be considered an assignment for an initial fixed period of up to 3 years. If the staff selected has a fixed term appointment, their previous appointment will cease, and they will be given a new fixed term appointment for an initial term of 3 years.
At the end of the initial period, ADB, as its discretion may: (a)renewal fixed term appointment or assignment, (b) not renew a fixed term appointment or (c) reverse a staff member on fixed term assignment to a former level.
