Organizational Setting and Reporting Relationship
While the position of Safeguards Officer (Environment) resides with the Regional Operations Services 1 (OSR1) within the Office of Safeguards (OSFG), you will be assigned to Mongolia Resident Mission (MNRM) within the East Asia Department (EARD) based at our Resident Mission Office in Ulaanbaatar, Mongolia.
OSFG has the following four teams: (i) Policy and Technical Services, (ii) Regional Operations
Services 1, (iii) Regional Operations Services 2, and (iv) Private Sector/Pacific Operations
Services and you will be assigned to one of them depending on needs and
your qualifications and expertise.
You will report to designated technical international staff (TI) and Senior Officer (as applicable).
Your Role
As an Associate Safeguards Officer (Environment) you will independently provide technical support to (i) ensure that assigned sovereign and nonsovereign projects under processing and implementation comply with ADB's environmental safeguard requirements; (ii) contribute to the interdepartmental policy discussions in the area of environmental safeguards, consultation and participation and engagement with civil society; and (iii) develop related knowledge products and services for use by ADB's borrowers and clients.
You will:
- Review projects for safeguard risks and assesses and reports on the effectiveness of ADB safeguards requirements including: (i) integration of important safeguard requirements in loan or grant covenants and project agreements; (ii) strengthening of country safeguard systems and progress in achieving national safeguards compliance; and (iii) implementation of environmental management plans, communications and consultation plans and grievance redress mechanisms.
- Review and comment on coverage of safeguards aspects in progress reports and semi-annual monitoring reports submitted by the implementing agency; ensure that cleared reports are uploaded on ADBs website in compliance with ADB's Safeguards Policy policy requirements.
- Develop with other ADB safeguards specialists and analysts a database of status of safeguards compliance; and work on relevant safeguard aspects such as monitoring, reporting, capacity building and strengthening country safeguard systems.
- Monitor ongoing assessment of implementation capacity of design and guidance of consultants, implementing agency and the regulatory agencies.
- Liaise and engage with clients and other partners on safeguards aspects, including safeguards compliance status for projects under implementation.
- Provide safeguards implementation support for projects under processing/preparation and administration.
- Conduct capacity building and support development partner coordination in preparation for Country Operations and Business Plans.
- Support Country Performance Assessment reviews and updating of narratives, ratings and subsequent policy dialogue with focus on policies for social and environmental policies that strengthen country safeguard systems.
- Provide technical support to ADB's ongoing involvement on environmental management, social inclusion and climate change.
- Help develop knowledge products and services, including the formulation of policies and preparation of handbooks, best practice manuals, by reviewing project design and implementation experiences, working with project practitioners and subject-matter experts, and external partners including civil society.
- Update the safeguards team's database of projects to reflect the compliance status of projects, contribute to online project data sheets and information documents, and communicate with line division staff to upload the required safeguards documentation for projects on the ADB website.
- Participate in multiple communities of practice and networks, to keep informed of guidelines and processes of other development banks and share information with OSFG on developments.
- Help engage staff consultants required to support OSFG in monitoring compliance with ADB's environmental safeguards requirements.
- Help administer TA projects related to environmental safeguards by managing progress of TA implementation, contracting consultants, supporting and implementation of conferences and workshops by formulating budget, activity plans and work programs, among other tasks.
- Perform other tasks as assigned and reflected in your workplan.
Qualifications
You will need:
- Bachelor's Degree in environmental science, environmental planning, applied social science, or other related fields; preferably with advanced training.·
- At least 6 years of relevant professional experience in an environment safeguard-related field.·
- Familiarity with relevant safeguard policies and environmental safeguard requirements· Proficiency in environmental assessment and other related environmental tools/strategies.·
- Familiarity with environmental risks associated with project processing and administration·
- Develop partnership internally and externally in a multicultural environment.·
- Written and verbal proficiency in English and a local language (as applicable)·

Additional Information
This opening is a local staff position. It is open only to nationals and residents of Mongolia.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
