Organizational Setting and Reporting Relationship

The position of Associate Retirement Benefits Officer is assigned to the Retirement Benefits and Investment Unit (BPOD-RIU) within the Budget, People and Management Systems Department (BPMSD). BPMSD provides services to ADB in human resources and budget and management services. BPOD-RIU is responsible for the retirement benefits, policies and procedures across the organization, ensuring that they are designed, monitored and managed to support the strategic goals of ADB.

You will be based at our Headquarters in Manila, Philippines.

You will report to Designated Technical International Staff and Senior Officer.

Your Role

As an Associate Retirement Benefits Officer, you will provide critical, analytical, and technical support, and will be assigned specialized tasks and projects related to the ADB's Staff Retirement Plan (SRP) including the Discretionary Benefit (XB) Scheme, and Defined Contribution (DC) Plan. You will help develop and implement the business process and systems to attain client satisfaction and utmost efficiency in the operation of the SRP and DC Plan.

You will:

  • Ensure efficient and proactive client service by engaging with Plan participants and beneficiaries to clarify Plan rules, procedures and guidelines, seek additional information/ documents and raise issues to the Specialist for review and decision if necessary.
  • Collaborate with internal and external contacts to ensure timely receipt of relevant information, accurate payments to/deductions from staff salaries or retirees' pension are made, and reliable IT systems/tools that improve workflows are in place.
  • Validate and provide guidance in the administration/processing of benefits under the Staff Retirement Plan, Discretionary Benefits Scheme and Defined Contribution Plan, including verifying beneficiary designations, to ensure accuracy, consistency and conformity with ADB policies and procedures.
  • Support designated supervisor(s) in analytical work, projects, implementation of new processes/systems/plans and services, conduct reviews, staff briefings and presentations.
  • Collate, extract and analyze complex or specialized data or information from a variety of sources to process reports and summaries. Ensure that records and filing systems are maintained following prescribed systems and established guidelines.
  • Provide support and coordinate inputs of the different RIU areas for departmental activities, programs and special projects.
  • Perform any other tasks as may be assigned and reflected in the your workplan.

Qualifications

You will need:

  • Bachelor's degree, preferably in Management, Business Administration or Science, or other related fields
  • At least 5 years' relevant experience preferably in benefits administration with comprehensive knowledge of the rules and procedures of the relevant work areas
  • Proficiency in using relevant office technology applications (e.g. spreadsheets, word documents, presentations, emails and calendars) and personnel database systems necessary to the human resources unit's main service
  • Demonstrated strong analytical and numerical skills and keenattention to details
  • Experience in coordination and organization
  • Understanding and knowledge of business protocols, formats, and standards relating to benefits administration
  • Ability to manage priorities and workload within general schedule of work, instructions and standardized practices; ability to deal with matters of confidentiality, and maintain composure under pressure.
  • Collaborative team player with good interpersonal skills.
  • Excellent command of written and spoken English
