Organizational Setting and Reporting Relationship

The position of Senior Guarantees and Syndications Officer is assigned to the Guarantees and Syndications Unit in the Office of the Director General (OPSD-GSU) within the Private Sector Operations Department (PSOD). You will be based at our Resident Mission in New Delhi, India (INRM).

Your will report to Advisor, PSOD and Head, OPSD-GSU and designated Technical International Staff with administrative reporting to the Country Director, INRM. You will oversee Junior team members.

Your Role

As a Senior Guarantees and Syndications Officer, you will support the mobilization of financing from commercial sources (banks, insurance companies, institutional investors, and other entities) and public sources from (multilateral development banks, bilateral public institutions/agencies) to ADB's non-sovereign (i.e., commercial/corporate) clients by assisting in the syndication of debt and maintaining relationships with commercial and public financiers. Under the guidance of the designated Technical International Staff, you will provide pricing and transaction support.

You will:

a. Pricing and Syndication Support

  • Assist PSOD project teams with market validation of pricing of private sector debt transactions, by collecting relevant market pricing comparable, and preparation of a pricing annex.
  • Work with lead syndicators to advise project teams on pricing and syndication strategy for individual syndications. Conduct deal-specific market soundings, review company, economic and financial information for new transactions.
  • Contribute to the entire syndication process with international, regional, and local commercial banks, insurers, DFIs, other public institutions, funds and institutional investors. Prepare deal teasers, information memoranda, executive summaries, and other reports for the co-financiers in collaboration with relevant Investment Department.
  • Follow international lending markets and banking activities to understand and anticipate trends. Play a material role in investor approval and the documentation process for the syndicated financing, especially managing communication with co-financiers during the DD and approval phases whilst fronting the lender Q&A process by working with ADB origination teams and external advisors. This can be a coordinating or a lead role depending on the nature of the financing, syndication products used and the co-financiers.

b. Knowledge Management

  • Contribute to efforts to increase awareness of ADB's mobilisation products among other financing parties and ADB Regional Department staff.
  • Participate in preparing staff instructions and other materials on mobilisation products.
  • Help prepare related in-house seminars and workshops, updates of commercial financing transaction briefs, manuals, brochures, bi-weekly capital markets update, and other publications.
  • Support GSU marketing activities to reach out to new potential co-financiers.

Qualifications

You will need:

  • Bachelor's degree in a business or finance related field; preferably with Master's degree or equivalent, combined with specialized experience in similar organization/s.
  • At least 8 years of relevant professional work experience and at least 4 years of supervisory experience.
  • Ability to undertake research and analysis on difficult but well-defined tasks, collect and organize the required data and information, apply appropriate computer skills in organizing and analyzing the data; and prepare notes, papers and sections of reports.
  • Good analytical thinking with ability to comprehend causal links, make pros and cons analysis, and analyze factors to reach a decision.
  • Excellent oral and written communications skill in English.

Additional Information

This opening is a local staff position. It is open only to nationals and residents of India.

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful candidates may occasionally undertake short-term assignments in other groups or departments when required.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
