Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. Unit Context:

WBG Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bank’s Financial & HR services, which include Human Resources, Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (handling donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds). ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs. The ITSFI team is accountable for the implementation of the ITS Strategy supporting WBG core finance business processes.

ITSFE, unit within ITSFI, provides systems and technology support to mission critical and core financial applications of the WBG, such as SAP, which enables a unified client experience in the areas of Budget Planning & Financial Reporting, while standardizing and streamlining core business functions. It also provides IT solutions to support WBG IDA strategic resource mobilization operations and advances technology for automating business processes for WBG staff.

ITSFE also provides provide DevOps services to ITSFI applications to streamline and automate the software development lifecycle by fostering collaboration between development and operations teams, enabling faster delivery of high-quality applications.

Technical Competencies Required

ITSFE is seeking an experienced Agile Scrum Master with Azure DevOps experience to guide Agile teams in delivering high-quality projects. The Scrum Master will facilitate agile ceremonies, guide teams on Agile best practices, and ensure successful project delivery in alignment with agile delivery principles. This role may also include engaging in technical challenges, collaborating with cross-functional teams to address complex problems, and providing Agile leadership to ensure timely and effective solutions.

Duties and Accountabilities

Facilitate SAFe Agile ceremonies including Daily Standups, Sprint Planning, Iteration Reviews, PI (Program Increment) Planning, and Retrospectives.

Guide Agile teams on SAFe practices and principles, promoting continuous improvement and team collaboration.

Participate in technical challenges, helping the team ideate and deliver innovative solutions to complex problems.

Work closely with Product Owners and other IT and business stakeholders to ensure proper alignment of program objectives, features, and story prioritization.

Identify and remove impediments that block progress, ensuring smooth project delivery and risk mitigation.

Promote an Agile mindset across the teams, encouraging self-organization, collaboration, and accountability.

Track and report on key metrics such as team velocity, iteration progress, and PI goals to stakeholders and leadership.

Facilitate communication and collaboration between teams, ensuring cross-team alignment.

Support the team in maintaining focus on business value, outcomes, and timely delivery of increments.

Engage in and support team participation in technical challenges to continuously improve Agile processes and technical outcomes.

Proficiency in Azure cloud services, including virtual machines, containers, networking, and databases.

Experience in designing, implementing, and managing Continuous Integration/Continuous Deployment (CI/CD) pipelines using Azure DevOps.

Expertise in version control systems (Git) for managing and tracking code changes.

PowerShell, YAML, or Python scripting skills for automating tasks and processes.

Experience with monitoring and logging tools for performance and reliability management.

Understanding security best practices, including role-based access control (RBAC), Azure Policy, and managing secrets with tools like Azure Key Vault.

Ability to collaborate effectively with development, operations, and security teams, with strong communication skills to drive DevOps culture.

Strong problem-solving abilities to troubleshoot and resolve complex technical issues related to DevOps processes.

Prior experience in migrating on-prem TFS to cloud ADO is huge plus

Familiarity with migration tools such as Azure DevOps Migration Tools, TFS-to-ADO CLI tools, or similar utilities.
