BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Afghanistan continues facing a humanitarian crisis compounded by a complex political context, economic decline, a challenging operational context and the impact of climate change. An estimated 15 million people are facing food insecurity. In view of programmatic requirements far exceeding available resources, WFP Afghanistan unfortunately is being forced to prioritize its support to the most vulnerable groups.
The incumbent, under the supervision of the Head of Area Office, will support Logistics and WFP Fleet operations to ensure timely and cost-effective 1) delivery of WFP food assistance, 3) commodity tracking in WFP systems, 3) managing the administrative tasks, maintenance and effective utilization related to WFP Fleet trucks positioned in Herat Operational Area. The position will also include additional oversight activities to other Area Offices like Kandahar.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Head of Area Office and the technical guidance of the Head of Supply Chain, the Logistics Officer shall undertake the following tasks:
- Participate in the development and implementation of procedures for logistics field operations ensuring that objectives are achieved in compliance with country functional strategies, policies, and plans.
- Plan and lead on implementation of innovative logistics operations, initiatives and programs to ensure timely, efficient and cost-effective supply of direct or indirect food assistance.
- Collect and analyse relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals.
- Lead preparation of transport arrangements and contracting of all associated services in accordance with established guidelines.
- Implement operational warehouse procedures and normative guidance to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.
- Coordinate logistics, and warehouse management support services in the area assignment, preparation of contracts and supplier payments.
- Plan, organise and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.
- Gather market intelligence through research and networking, thus improving the knowledge basis available to Country Offices, Region and the Programme, and process and analyse proposals in line with WFP standard rules and regulations in order to deliver efficiently.
- Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance.
- Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.
- Provide technical advice and guidance to WFP staff, partners, and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.
- Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
- Contribute to preparedness actions, prepare CO Logistics Capacity Assessment (LCA), provide technical recommendations and guidance and monitoring the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources at the onset of the crisis.
- Overall planning, management, allocation, utilization and maintenance oversight of WFP fleet trucks, vehicles, machineries.
- Management of the workshop, spare parts, lubricants, tires and required maintenance activities, ensuring trucks are timely maintained and ready to support operations to optimum capacity.
- Support in the analysis, identification and procurement process and administrative follow up for spare parts, fuels for the WFP fleet trucks.
- Support in the fuel management of purchase and mobilization and required re-fueling of trucks.
- Manage the outsourced Fleet staff including drivers, convoy leaders, mechanics, etc. as assigned and requested by the Head of Fleet.
- Ensure that the management of the Fleet Management System (FMS) and associated data entry and management in the system related to the trucks, tools, spare parts, tires and fuel.
- Produce monthly fleet activity reports, including fleet management KPIs.
- Ensure proper implementation of established WFP Logistics/Fleet SOPs.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
- Carry out all assigned tasks in close coordination with the Head of Logistics in the AO.
- Conduct oversight missions as required including to other Area Offices like Kandahar.
- Perform any other duties as assigned.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Transport, Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience of minimum 3 years in following:
- Humanitarian logistics and fleet management operations,
- Evaluating and selecting service providers and third parties.
- Identifying transportation operations risks and maintaining documentation on emergency logistics preparedness.
- Determining with Supply Chain actors best transport modality/timing and liaising with agents and suppliers to meet deadlines.
- Preparing and managing transport and project budgets.
- Managing integrated land transport operations.
- Supervising professional staff.
- Working in insecure and difficult environments.
- Working with interagency partners to assess and coordinate emergency/non-emergency response.
- Working with Logistics systems (databases, software).
Fluency (Level C) in oral and written communication in English.
