Background
The role of the HSS Technical Assistant (HSS TA) is to assist the HSS Coordinator (HSS C) in conducting all Health Safety and Security (HSS) related tasks at the Southern Area Office (AO) and Field Offices (FO).
1. Role and responsibilities
The HSS TA shall participate in the below-listed generic and specific tasks with an aim to ensure that all NRC staff in Kherson FO have access and support that is required for HSS-related documents.
Generic responsibilities
1. Participate and assist in the production of all HSS related documents for FO and AO
2. Assist in the management and development of HSS related skills of NRC staff within the AO and FO
3. Assist in the production of Security Risk Assessments at FO and AO level
4. Assist in the production of Field/Area Security Reports
5. Assist in the updating of all relevant HSS documents at FO and AO level
6. Prepare reports as required
7. Provide transportation services in the assigned office on the NRC vehicle
8. Conduct physical verifications of all HSS related equipment
9. Support AO and FO as required during leave and high intensity of operations
10. Compliance and adherence to NRC policies, guidance and procedures
Specific responsibilities
1. Assist in the production of the Area weekly/daily security report
2. Control and inspect all HSS equipment that has been distributed in the country
3. Participate in the production of Rapid Security Risk Assessments
4. Participate in the production of full Security Risk Assessments including workshops
5. Control and inspect all medical equipment provided to the NRC staff within the Kherson FO
6. Participate in the training of staff on HSS topics
7. Update and control the online security package for FO and AO
8. Update and control the content of the FO online files and reports at AELA
9. Participate in capacity building as directed by the HSS Coordinator to maintain an in-house capacity on HSS related trainings
10. Produce timely and accurate training reports based on HSS training conducted in country
11. Participate or individually carry out an internal security audits as instructed by HSS Coordinator
12. Regularly oversee and control the security briefing protocols for FO and AO
13. Manage and monitor movements
14. Provide transportation services to the staff assigned to NRC office in Kherson
15. Maintain the vehicle(s) assigned to NRC office in Kherson in proper operating condition, including keeping them clean, ensuring enough fuel, checking the technical state, it has all the necessary documents and equipment
16. In liaison with the Logistic department, arrange for repairs and servicing of the assigned vehicle(s)
17. Accept the flexible working hours, depending on the mission that sometimes may require working out of the regular work hours
18. Conduct any other tasks as directed by the HSS Coordinator
2. Competencies
1. Professional competencies
Generic professional competencies:
• Minimum 1 year of work experience in an HSS related position
• Holding of a valid driving license is compulsory
• Ability to liaise with law enforcement agencies, military organizations and local administrations
• Ability to manage and prioritise a varied workload in a rapidly changing work environment
• Previous experience from working with documents that require verification and control
• Good coordination and control skills
• Background in implementation and training for HSS related work
• Fluency in English, Ukrainian and Russian, written and verbal is essential
Context related skills, knowledge and experience:
• Solid knowledge of the situation in Ukraine
• Proficiency in the Office 365 and on-line related platforms
• Proficiency in Microsoft Office products with solid knowledge of Excel, Word, PowerPoint, and Outlook
• Knowledge about Geographic Information System (GIS) is an asset
• Proficiency in the use of phone applications like WhatsApp
• Knowledge about Geographic Information System (GIS) or other mapping software
• Knowledge of radio communications is essential
• Experience as Duty Officer is a strong advantage
