Background
Anchored in the 2030 Agenda for Sustainable Development and in line with the priorities outlined in the UNDP Strategic Plan, the Regional Bureau for Arab States (RBAS) supports the Arab States region to achieve sustainable development by eradicating poverty in all its forms and dimensions, accelerating structural transformations for sustainable development, and building resilience to crises and shocks. Within this work, the Regional Bureau for Arab States responds to needs across development settings including Least Developed Countries, Middle Income Countries, Net Contributor Countries and countries affected by crisis, with a view to support the building of resilience, fight climate change, leverage the promise of innovation, and prioritize the advance of women, youth and vulnerable groups as part of its commitment to the principles of universality, equality and leaving no one behind in an increasing challenging regional context which has been severely impacted by the recent COVID-19 crisis.
As part of its support to Country Offices, RBAS established the Regional Hub for Arab States in Amman in 2015 to offer expanded technical backing to Country Offices and ensures effective, timely and responsive support focused on UNDP’s realigned programme priorities and tailored to the emerging and changing needs and priorities in the region. The Regional Hub in Amman offers a wide range of support to Country Offices including strategic policy advice, programme development and implementation, capacity development, policy research and analysis, knowledge services, and operations.
The Operations Management Team provides financial, human resources, procurement, logistical, ICT and common services to all teams at the Regional Hub, country offices and UN agencies.
Under the guidance and direct supervision of the Operations Manager, the ICT Analyst provides the overall leadership in execution of ICT services in the Regional Hub, develops and implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for review and advice on the use of new technologies that will enhance the Regional Hub productivity.
The ICT Analyst promotes a client-oriented approach. The ICT Analyst also works closely with the HQ/BMS/ITM Unit to solve complex ICT-related problems in RBAS region. The incumbent establishes close links with Country Offices to coordinate and provide services and advice to the Country Offices. S/he proactively collects the day-to-day problems associated with ICT/Digital matters and represents the Country Offices of the Region in the recovery of problems for better resolution, when necessary. The ICT Analyst is the focal point for the implementation of Global solutions at country offices level, coordinates and ensures unified and standardized deployments of ICT/Digital infrastructures in country offices. The ICT Analyst works under the supervision of Global ICT Coordinator of HQ/BMS/ITM for his/her responsibilities to coordinate ICT/Digital related activities. It is expected that this task will take about 40% of the ICT Analyst’s working time.
The ICT Analyst supervises the ICT Associates (GS6/ NPSA 6) and works in close collaboration with the Operations, Programme and project teams in the Regional Hub, COs and UNDP HQ staff for resolving complex ICT- related issues, collaborates with Regional ICT Officers (RIO), Regional Bureau ICT Manager, ICT Managers and other ICT staff in Cos.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across
interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions,
teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
1.) Ensures implementation of ICT strategies and introduction/implementation of new technologies, focusing on achievement of the following results:
- Full Compliance with corporate information management and technology standards, guidelines and procedures for the Regional Hub technology environment.
- Provide analytical inputs to the elaboration of internal policies and procedures on the use of ICT at the Regional Hub.
- Elaboration of the content of internal Standard Operating Procedures in ICT management, control of the workflows in the ICT team.
- Development and update of the ICT annual plan.
- Provision of support to the use of Quantum functionality for improved business results and improved client services.
- Support the development and update of the Hub’s Business Continuity Plan
- Development and update of the Disaster Recovery Plan, and ICT infrastructure.
- Provision of advice and assistance in procurement of new ICT equipment for the Country Offices, Regional Hub and projects, provision of technical specifications and information on best options in both local and international markets.
- Participation in the office business process re-engineering activities and ensure that business needs drive IT solutions related to corporate resource management.
- Assessing the ICT ecosystem of the Country Offices of the RBAS region and recommend solutions and best practices.
- Leadership of the ICT activities for RBAS region in achieving key client-oriented services.
- Participate in evaluation of technical proposals and ICT officer recruitment for country offices of the RBAS region
2.) Manages Regional Hub hardware and software packages, and manages efficient networks administration focusing on the achievement of the following results;
- Ensure Regional Hub hardware and software platforms meets UNDP corporate standards and the Hub key business processes.
- Supervision of the implementation of corporate UNDP systems.
- Provision of advice on maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components.
- Development of new software packages for high impact results (e.g. office management system, electronic registry, cost recovery, etc.)
- Maintenance of an up-to-date inventory of the software and hardware.
- Supervises network utility procedures, defining network users, configuring network printers and providing user access. Ensure that the UNDP desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
- Supervise backup and restoration procedures for local drives and server. Ensure maintenance of backup logs. Organization of off-site storage of backups.
- Maintenance and develop of measures in place for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities.
3.) Provides web management and information system services, focusing on the achievement of the following results:
- Identification of the opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (e.g. office management system, donor profile software, knowledge management systems).
- Creation and technical maintenance of the Regional Hub website and intranet ensuring that the content is updated and meets the requirements of UNDP.
- Advice on development and implementation of Local Information and Documentation Management System of the Country Offices in RBAS region and the Regional Service Center, in line with UNDP policies and procedures, and specific needs of the offices.
4.) Provides ICT support to COs in the region, focusing on the achievement of the following results:
- Serve as focal point for the implementation of information systems and services in country offices
- Coordinate global deployments of solutions in country offices of RBAS region
- Facilitate the collection and dissemination of best practices and helping country offices in the RBAS region and align their infrastructure with UNDP policies and procedures.
- Remote coordination of ICT/Digital activities at the country offices of the RBAS region that are too small to warrant ICT staff
- Mentor/advise newly deployed/existing ICT Managers on corporate ICT/Digital matters
- Providing advice for upgrading COs’ infrastructure ICT systems and acquisition of hardware supplies.
- Assisting in implementing work-related systems (e.g. payment notification system, cost recovery. etc.)
- Supporting COs in the procurement of IT equipment and software’s
- Supporting implementation of ICT for development solutions related to regional projects/CO projects.
5.) Ensures facilitation of knowledge building and knowledge sharing in the Regional Hub, focusing on achievement of the following results:
- Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
- Organization of trainings for the operations/ projects staff on ICT issues.
- Synthesis of lessons learned and best practices in ICT.
- Sound contributions to knowledge networks and communities of practice.
- Knowledge building and sharing with regards to ICT/Digital matters aligned with the operation in the Regional Hub of the RBAS region.
- Promoting UNDP’s content collaboration Architecture
- Make information available to country offices in the RBAS region on the latest development of ICT/Digital matters, as well as global system changes
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
