Duties and Responsibilities
A. Background: (1) Organisation setting: The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. With over 8,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments. The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. As part of the Industry and Economy Division, UNEP International Environmental Technology Centre (IETC) works with developing countries to implement sustainable solutions to environmental challenges, with focus on holistic waste management. UNEP-IETC provides technical and advisory support to national and local governments to enhance their use of environmentally sound strategies and approaches. UNEP-IETC also implements in-country demonstration projects using innovative waste prevention and management methods and technologies to improve human well-being, reduce the impact of climate change, increase resilience and create jobs. Working with a wide range of partners and in line with relevant multilateral environmental agreements, UNEP-IETC mission is to serve as a global centre of excellence on environmentally sound technologies with focus on holistic waste management. (2) Purpose: Under the MTS 2022-2025, UNEP developed the waste management programme towards zero waste. Waste Electric and Electronic Equipment (WEEE), also called e-waste, has been identified as one of the priority topics under the programme. UNEP also has another programme on circularity in sector where the electronic sector has been identified as one of the four high impact sectors. The objective of the UNEP’s electronics sector project is to include circularity and sustainability in the production and consumption of electronic products throughout their value chain. For this purpose, the national level sector policies and regulations in this sector should be reviewed; industrial or enterprise policies and voluntary action needs to be promoted; transparency and traceability of electronic products and their properties would be ensured in the value chain; and consumer action is directed towards sustainable product choices. The proposed individual contractor will develop UNEP’s programme for the sustainability of the electronics sector based on the project document. For this purpose, the individual contractor will carry out analysis of industry standards and policies for electronic sector sustainability, review existing national/regional/global policies and standards, developing necessary partnerships, raising financial resources. B. Duties: (1) Objectives: To develop and implement UNEP activities based on the project document on circularity in electronic sector and on the sector analysis to form a basis to develop UNEP activities. (2) Output expectations: a) Report on the updated strategy and actions of the electronics industry and government policies related to the sustainable electronic sector based on the detailed big data; (b) Development of at least three project concept notes for donor funding; and (c) Draft terms of reference and workplan of the GFC working group to develop an implementation programme for the electronics sector. (3) Performance indicators: (a) The production of the technical reports, of which quality is satisfactory to UNEP; (b) Three project concepts accepted for funding and (c) draft TOR and workplan agreed upon by the working group members. C. Specific tasks and responsibilities: Under the overall supervision of Head of the IETC and in close coordination with UNEP-IETC, the individual contractor will be responsible for the following tasks: (1) Research and Analysis: - Conduct comprehensive research on up-to-dated strategies and actions undertaken by the electronics industry concerning sustainability. - Collect and analyze national government policies, regulations, and initiatives relevant to the sustainable electronics sector targeting developing countries, which were not covered by the previous - Engage with key stakeholders, including industry associations, government agencies, and non-governmental organizations, to gather up-to-date information. (2) Report Preparation: - Prepare a detailed report summarizing the updated strategies and actions of the electronics industry and relevant government policies, including analysis of trends, gaps, and opportunities. - Ensure the report includes clear policy recommendations and actionable insights for advancing sustainability in the electronics sector. (3) Project Concept Note Development: - Identify potential areas and opportunities for project development that align with UNEP’s objectives and donor priorities. - Develop at least three well-structured project concept notes, including background, objectives, expected outcomes, activities, and budget estimates. - Coordinate with UNEP-IETC and relevant stakeholders to refine and finalize the concept note for donor submission. (4) Global Consumer Survey Implementation Support: - Review and assess the methodology and implementation process of the global consumer survey on electronics. - Liaise with survey partners and relevant stakeholders to gather information and feedback on survey progress and challenges. - Prepare a comprehensive report on the implementation of the global consumer survey, including key findings, stakeholder engagement, and recommendations for future surveys. (5) Project Management - Manage the circularity in the electronics project in Mexico and Kazakhstan - Manage the Circularity in the electronics project globally and develop the programme related to circularity in the electronics sector. (6) Stakeholder Engagement & Coordination under the Circularity in Electronics project: - Facilitate consultations and communication with relevant stakeholders, including government bodies, industry players, consumer groups, and international organizations. - Participate in meetings, workshops, and conferences as needed to present findings and represent UNEP’s work on sustainable electronics.
