The World Bank Group (WBG) International Monetary Fund (IMF) Health and
Safety Directorate (HSDDR) serves approximately 18,000 staff of the two
organizations with around 60% based in Washington DC Headquarters (HQ), and the
rest in Country Offices (CO).
The mission of HSDDR is to protect and promote the health and safety of
staff wherever they may be, taking account of their individual health status,
working environment and job demands. This is achieved by managing health and
safety risks, offering evidence-based, quality controlled occupational health
and safety services, and nurturing trust in clients through professionalism and
confidentiality. HSDDR consists of a number of functional components with the
Occupational Health and Safety Unit delivering specialized health and safety
services to WBG/IMF staff globally.
The Health and Safety Specialist (Safety) supports the delivery of the
WBG Occupational Health and Safety (OH&S) Management System. This includes
fundamental OH&S risk assessment and management principles, onsite
evaluations, workplace investigations, data analysis, training and
recommendations on program improvement. This

Scope
and Complexity
The role supports the regional HSD hub
and also provides cross-regional support to other locations as necessary. The
role is supervised by the Senior Occupational Health Specialist (I), Safety
lead, with support from the Hub lead and managerial reporting to the Manager,
Occupational Health and Safety. The role is an integral part of the HSD hub
team.
1. Acts with autonomy and independence in day-to-day performance of the position's functions including;
• Implementing WBG overarching directives, procedures and guidelines for the WBG OH&S Management System
• Implementing the WBG OHS accountability framework for WBG OH&S Management System
• Establishing and fostering staff engagement and involvement to foster ownership and accountability on OH&S issues
• Establishing and maintaining WBG regional management commitment and involvement in OH&S including the creation of a culture of OH&S across the WBG
• Design and implementation of major OH&S work programs to reduce the likelihood of incidents and injuries to WBG staff through hazard identification, analysis and control and effective monitoring
• Coordinating and participating in global OH&S initiatives, assessments, and programs across the WBG
• Providing technical briefings and content, to the WBG OH&S committee and senior management on OH&S policy implementation, progress, findings and accountability
• Coordinating and interacting with United Nations (UN) System and academic organizations on OH&S programmatic elements
• Making decisions, on potentially complex issues with updates to supervisor as required, obtaining approval as needed from higher management
Duties and Accountabilities
1. The incumbent is accountable for the delivery of occupational health and safety and environmental services within the work programs of the hub and unit:
• Coordinate overall OH&S support to staff
• Undertake OH&S environmental evaluations including workplace assessments on hazard identification and risk prevention mitigation measures in accordance with H&S hierarchy of control
• Design and implement OH&S training platforms and programs including stratification of training to staff, managers and OH&S focal points in the processes of OH&S risk assessment and management processes
• Design and establish behavior-based safety systems for risk and injury reduction
2. Document and Data Management
• Support and maintain an overarching OH&S data management system inclusive of incident accident reporting, incident accident investigation and actions and workflow processes for notification and tracking.
• Utilize standardized document repository for workplace records and record management
3. Operational Control
• Establish and evaluate benchmarked standards on OH&S risks in compliance with recognized authorities and standards (ACGIH, OSHA, ASHRAE EU-OSHA, CDC, HSE)
• Establish and implement WBG OH&S strategies for risk and health hazards, inclusive of workplace and environmental hazard
• Direct, advise and coordinate onsite health and safety evaluations within WBG including occupational and industrial hygiene strategy and assessments
• Operationalize Health and Safety instruments across WBG locations
• Identify and support health & safety focal points within region
4. Record and record management
• Monitors and provides oversight on the WBG OHS Incident Reporting System for incident, investigations, assessment reports corrective and preventative actions including as required noncompliance actions and follow-ups where applicable
5. Audit and continuous improvement
• Designs and establishes behavior based safety systems to enhance audit and continuous improvement for risk and injury reduction
6. Monitors and evaluates the OH&S program by conducting data analysis and the identification of actionable items
7. Assists in managing/monitoring OH&S vendors and vendor budgets.
8. Engages and manages relationships with external partners and entities with respect to fostering internal OH&S program elements and improvement processes
9. Participates and advises WBG / IMF Emergency / Crisis Management teams on contingency planning and technical assistance
10. Participates and contributes to WBG / IMF enterprise risk management operations
Overarching Accountabilities
1. Operational Activities
• Responds organization wide to OH&S requests within a defined service time interval
• Provides support and technical advice to clients requesting OH&S services
• Maintains updates and establishes relevant databases on expenditure, utilization and accountability for OH&S service indicators
• Reviews, develops and updates standard operating procedures
• Undertakes representative duties on behalf of the Senior Occupational Health Specialist in relation to OH&S independently responding to staff / clients requests for information
• Applies expertise in designing strategies and utilization of personal protective equipment
